The Asia Pacific Department (APD) is looking for a Deputy Director for the new Shanghai Regional Center. The main functions of the Center are to promote applied policy research to strengthen the IMFโ€™s intellectual presence in the region, with a focus on areas of interest to emerging market and middle-income countries; serve as a venue for peer-to-peer dialog on key policy issues related to the IMFโ€™s Mandate; and be an information and knowledge exchange hub. The center, in close cooperation with the China-IMF Capacity Development Center (CICDC), will also serve as a venue for targeted capacity development leveraging on these activities.

The selected candidate will support the Director in setting up the Center, including in the recruitment of staff and drawing up of the initial workplan, and in starting its operations. The Center is expected to commence operations in May 2025. Once the Center is up and running, it will, under the leadership of the Director, assume the functions laid out above.

The Deputy Director will report to the Director of the Shanghai Center and will be a member of the Centerโ€™s senior staff. The Centerโ€™s workplan will be developed in close consultation with the IMFโ€™s Research Department and after taking into consideration recommendations by the Centerโ€™s Research Steering Committee. The Deputy Director will support the Director in managing the Center and all its staff in accordance with the IMFโ€™s General Administrative Orders, as well as with any special directives from APD and the Human Resources Department.

Minimum qualifications

In addition to the competencies outlined in the Fundโ€™s Leadership Framework, the selected candidate should have an advanced degree in Economics or related subject, supplemented by a minimum of 15 years of relevant work experience, with supervisory/managerial experience.

The ideal candidate should have experience in central banks or ministry of finance, international financial organizations, academia, or think tanks. The selected candidate would be expected to familiarize themselves with IMF policies and procedures, and activities. The position requires outstanding analytical, managerial, diplomatic, interpersonal, and organizational skills, in addition to excellent drafting and oral communication skills. The successful candidate must be entrepreneurial and should be able to work independently and conduct outreach effectively with public officials, the academic community, civil society, the business sector, and the media. Knowledge of major regional economies and policymakers would be a bonus, as would fluency in Mandarin, but neither are requirements.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fundโ€™s new employment rules that took effect on May 1, 2015.

The position requires Review Committee /Senior Review Committee Approval.

It is expected that while the position is advertised at the full grade band, it will be filled at the lower level.


A staff member in Grades B1-B3 who is selected for this position will normally retain their grade. Progression will be governed by the policies set out in Staff Bulletin No. 03/27, including endorsement by the Review Committee.

Managerial vacancy selections/appointments at Grades A14/A15-B3 require Review Committee/Senior Review Committee approval, with exceptions for (i) intra- and inter departmental lateral selections/appointments for candidates already in titled managerial positions, (ii) MAPs and SWAPs, and (iii) candidates who are currently included on the Review Committee List.

This position is not based at the Fundโ€™s Headquarters in Washington, DC; as a result, the vacancy will close at 11:59 PM at the local time of the job location.
