Program Description USAID/Bangladesh has recently awarded RTI a $60 million USD, five-year Cooperative Agreement to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level. This Activity will focus on the following four objectives: 1) Strengthen Systems for Local-Level Evidence-Based Planning, 2) Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services, 3) Improve Enabling Environment to Operate Local Level Public Health Systems, and 4) Improve Local Level Public Health System Resilience. Position Description RTI is seeking a Data Officer in Bangladesh. The Data Officer will be responsible for managing and analyzing data for the SLLHS activity to improve the health status of Bangladeshis residing at the local level. The Data Officer will work closely with program staff, partners, and stakeholders to ensure the quality, integrity, and utility of program data for decision-making and reporting purposes. This position requires a strong background in data management, analysis, and public health, as well as the ability to work collaboratively in a multicultural team environment. This position reports to the Senior MEL&R Manager. Responsibilities Contribute to the development and maintenance of a comprehensive data management system to collect, store, and analyze program data. Ensure data quality and integrity through regular monitoring and validation procedures. Generate regular and ad-hoc reports on program activities, outcomes, and impact for internal and external stakeholders. Develop monitoring dashboard and conduct data analysis to identify trends, patterns, and insights to inform program decision-making. Contribute to the design of data collection tools and methodologies in alignment with program objectives and indicators. Monitor data collection processes to ensure timely and accurate data collection from all relevant sources. Ensure compliance with USAID data management and reporting requirements, as well as ethical standards for data collection and use. Maintain confidentiality and privacy of sensitive data in accordance with relevant regulations and protocols. Collaborate with other program staff, partners, and stakeholders to integrate data management and analysis into program planning and implementation. Communicate data findings and insights effectively to a variety of audiences, including technical and non-technical stakeholders. Support a culture of learning and adaptation by documenting and sharing lessons learned and best practices in data management and analysis. Identify and mitigate risks related to data quality, security, and compliance. Build and maintain relationships with key stakeholders in the data management and public health sectors. Qualifications Bachelorโs degree and 3 years of experience, masterโs degree and 1 year of experience or equivalent combination of education and experience. Experience with Bangladesh national health information systems โ DHIS2, DGFP MIS, Surveillance, eLMIS, SCMP, HRIS and others Proficiency in database development and data management software such as Excel, Access, or other database systems. Experience with data analysis tools. Experience with mobile data collection applications. Experience with GIS software for spatial analysis is a plus. Understanding of public health principles and practices, particularly at the national and local level in Bangladesh. Knowledge of monitoring and evaluation (M&E) frameworks and indicators used in public health programs. Strong analytical skills with the ability to analyze complex data sets and generate actionable insights. Experience with data visualization techniques to present data in a clear and compelling manner. Strong organizational skills with the ability to manage multiple tasks and priorities effectively.
