ContextThe position is part of the UNHCR Field Unit of Boa Vista Office and is directly supervised by the Assistant Settlement Planning Officer. The unit supports the UNCHR in Roraima activities related to registration, documentation, and data management, as well as the maintenance and updating of CCCM and overnight shelter data systems and products. The Data, Identity Management and Analysis (DIMA) Unit oversees the entire data cycle and the implementation of the data governance strategy, ensuring accuracy, consistency, and timely analysis to inform operational decisions. The UN Volunteer will work under the Field Unit coordination and in close coordination with various actors, including field colleagues, senior management, technical staff at both national and regional levels, as well as UN agencies, government counterparts, and NGO focal points. This position requires proactivity, strong analytical and technical skills, and a high level of political and stakeholder awareness, combined with excellent time-management and organizational abilities to meet multiple and competing deadlines while ensuring the continuous support of DIMA activities at the Boa Vista Field level. The UN Volunteer will contribute to initiatives aimed at improving how data is used to model and monitor key aspects of displacement and assistance in Roraima. By supporting the coordination of data-related activities, promoting data quality and governance, and fostering collaboration among partners and institutional stakeholders, the position will help ensure that analytical outputs translate into practical tools for planning, management, and policy development. The scope of work also extends to core activities under UNHCRโ€™s protection mandate, encompassing any actions that contribute to safeguarding the rights and well-being of refugees and others in need of international protection, as directed by the responsible unit

Task DescriptionUnder the direct supervision of the Assistant Settlement Planning Officer, the UN Volunteer will undertake the following tasks and responsibilities: โ€ข Processing of data related to surveys and secondary data ensuring the processing of any data necessary to achieve the priorities of the operation and ensuring timely and accurate data availability for analytical and operational use. โ€ข Undertake data analysis activities, including on persons of concern derived from UNHCRโ€™s data systems such as, registration and identity management, results-based management, back office or other sectoral data systems. โ€ข Coordinate the implementation of data-related activities, ensuring effective collaboration between UNHCR, partner institutions, and relevant stakeholders, and monitoring progress against agreed timelines and deliverables. โ€ข Lead data governance and quality assurance processes, ensuring data accuracy, consistency, and compliance with UNHCR data protection standards. โ€ข Support monitoring and evaluation (M&E) efforts by tracking indicators, compiling progress reports, and documenting lessons learned for continuous improvement and stakeholder engagement. โ€ข Contribute to core protection activities under UNHCRโ€™s mandate by supporting data-driven approaches that strengthen and enhance the protection and assistance of refugees and others in need of international protection.

Living conditions and remarksThe assignment will be in Boa Vista, the capital of Roraima state in northern Brazil. Boa Vista is considered a family duty station with a moderate (B) hardship classification. Living conditions are generally adequate, with reasonable access to basic health services and basic amenities. Accommodation options vary from shared housing to individual rentals, and the UNHCR operation does not provide housing; therefore, the UN Volunteer will be responsible for arranging their own accommodation and living essentials. Boa Vista, like other urban centers in Brazil, has areas with security concerns. The United Nations Department of Safety and Security (UNDSS) classifies Brazil as security level 3 (moderate) and advises exercising caution due to the risk of serious and violent crime, including theft, armed robbery, and assaults. It is recommended to avoid unsafe neighborhoods, especially at night, and to follow UNDSS security guidelines strictly. Demonstrations or public gatherings can occur unexpectedly and may turn violent; UN personnel must comply with UNDSS recommendations at all times.
