Result of ServiceUnder the guidance of the UN Resident Coordinatorโ€™s Office and in coordination with the inter-agency team, the Consultant will: โ€ข Consolidate and draft the CCA based on inputs from UN agencies and national partners. โ€ข Draw on sources including Botswanaโ€™s SDG reports, 2022 Voluntary National Review, previous CCA updates, Vision 2036, NDPs 11 and 12, Mid-Term Review, UN human rights recommendations, and research from institutions such as BIDPA and the University of Botswana. โ€ข Conduct data analysis, interviews, and stakeholder workshops. โ€ข Draft, edit, and finalize the CCA and supporting documentation. Work LocationBotswana Expected duration2 months Duties and ResponsibilitiesThe United Nations in Botswana will commence the preparation of a new Common Country Analysis (CCA) in early July 2024. The purpose of this exercise is to conduct an \"independent, impartial and collective assessment\" of Botswanaโ€™s socio-economic and political situation to inform the UN response and contribution to the countryโ€™s development agenda. The CCA will serve as the foundational analytical piece to shape the next Cooperation Framework (2026-2030). It is very much a UNCT product, given the collective inputs from the UNCT in its preparation. The CCA will review Botswanaโ€™s development trajectory, identifying persistent challenges and notable progress made during the current Cooperation Framework (2020-2025). It will highlight opportunities, acceleration and transition entry points, and identify gaps and bottlenecks hampering Botswanaโ€™s efforts to achieve the Sustainable Development Goals (SDGs) and realize a more inclusive, equitable, and resilient society. A key element of the CCA will be foresight analysis, assessing risks that may disrupt Botswanaโ€™s transition to sustainable development. This includes examining vulnerabilities, especially among marginalized and at-risk populations. The CCA will contribute to a shared understanding of groups and sectors that can accelerate change and those being left behind due to systemic inequalities and discrimination, socio-economic status, geography, vulnerability to shocks, governance gaps, economic exclusion, environmental threats, or unexpected crises such as climate-related disasters or global economic shocks. Another important element of the CCA will be to integrate the United Nations programming/guiding principles of human rights, leave no one behind, gender equality and womenโ€™s empowerment, resilience, sustainability and accountability throughout the CCA. The CCA will be based on a holistic, integrated approach and leverage data, insights, and reports from government entities, development partners, academia, the United Nations human rights mechanisms and other credible stakeholders. It will take into account the inter linkages among the 17 SDGs in the context of Botswana and will be strategic and diagnostic to guide development priorities and transitions going forward. The CCA will: โ€ข Assess Botswanaโ€™s progress, challenges, and bottlenecks in achieving the SDGs, 2030 Agenda, and international commitments, using quantitative and qualitative baselines. โ€ข Identify key risks affecting the development trajectory, including climate change, disasters, epidemics, urbanization, conflict, human rights, and financial shocks. Special attention will be given to vulnerabilities in trade, Botswanaโ€™s diamond dependence, and the need for economic diversification and AfCFTA integration. โ€ข Highlight the high youth inactivity rate, incorporating insights from UNDPโ€™s forthcoming National Human Development Report. โ€ข Provide retrospective and forward-looking analysis of national development trends to inform the UNโ€™s Theory of Change and Vision 2030. โ€ข Review public policies, institutional mechanisms, and challenges in applying intersectoral approaches and global standards (e.g., human rights, gender, environment). โ€ข Analyze regional and cross-border issues impacting Botswana, including economic, environmental, and security-related risks. โ€ข Identify opportunities for inclusive growth, employment (particularly youth), and private sector investment across key sectors such as agriculture, tourism, and trade. โ€ข Map data gaps in monitoring SDG indicators, especially in relation to the โ€œleave no one behindโ€ principle. โ€ข Examine available national and international financing sources to support a shift from fragmented project funding to structured, outcome-oriented financing. Qualifications/special skillsA masters or equivalent graduate degree in Development, Social Studies, Politics, Economics, or related subjects. A Masters is considered an asset. At least 5 years of progressive professional experience in development, political economy analysis, or socio-economic research. Required Proven strong analytical and drafting skills. Required Demonstrated experience in assessments and reporting on socio-economic issues. Required Familiarity with Botswana government systems, policy frameworks, and development priorities, or similar contexts. Understanding of national and international development trends and policies.
