Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

TERMS OF REFERENCE

1. Duty Station of the Consultancy: Office of the Special Envoy for the Venezuela Response (OSE), Panama City, Panama

2. Duration of Consultancy: 9 months.

3. Nature of the consultancy: Senior consultancy for CSOs capacity building in migration emergency contexts. Category A

4. Project Context and Scope:

In response to the massive outflow of the large-scale population movements registered in Latin America and the Caribbean (LAC), as a result of the political, socio-economic and human rights situation in the Bolivarian Republic of Venezuela, and line with its mandate, IOM is one of the agencies taking part in the implementation the Regional Refugee and Migrant Response Plan in 17 countries in the LAC region. As of February 2023, more than 7.1 million refugees and migrants from Venezuela are outside their country of origin, with 6 million in the LAC Region alone.
Following the UN Secretary General’s request to IOM and UNHCR to co-lead the regional interagency response, the Office of the Director General’s Special Envoy for the Regional Response to the Venezuela Situation (hereinafter OSE) was established in 2019 to coordinate IOM´s response to the Venezuelan Situation. The OSE, located in Panama City, oversees coordination and operational programming for 17 countries in Latin America and the Caribbean (LAC).
As of June 1st, OSE will implement the funded project “Strengthening NGOs' as well as local and diaspora-led CSOs’ capacities on preparedness and emergency response in the context of mixed migration flows in LAC and shelter support for migrants and host communities in Ecuador”. In order to deliver this project, which is focused on strengthening NGOs, OSE is looking for a senior consultant to develop a capacity building program and provide direct training sessions to NGOs in Latin America. The consultant will support the Intergovernmental processes and CSO Unit, and will report directly to the Regional Project Officer, who Manages the mentioned project.

  • Project name: Strengthening NGOs' as well as local and diaspora-led CSOs’ capacities on preparedness and emergency response in the context of mixed migration flows in LAC and shelter support for migrants and host communities in Ecuador.

    6. Category A Consultants: Tasks to be performed under this contract

    1. Develop a training curriculum for strengthening of CSOs and Diaspora organizations, following IOM and donor criteria;
    2. Guarantee the inclusion of thematic priorities for the curriculum in coordination with diverse sectors within IOM. The curriculum will focus on at least the following sectors: humanitarian response in emergency scenarios (including thematic areas as WASH, Shelter, Transportation, CBI and humanitarian assistance), International Human Rights for Refugees and Migrants, Protection and Assistance for Trafficking in Persons, Accountability for Affected Populations (APP), Preventing Sexual Exploitation and Abuse (PSEA), and Private Sector involvement in emergency response;
    3. Prepare, distribute and adapt training materials as required;
    4. Supervise the adaptation of training materials with an online platform requirements in coordination with an Academic institution;
    5. Deliver on-line and in person trainings (approximately 6 in person trainings and number of virtual trainings depending on the curriculum developed) for local and diaspora NGOs and CSOs;
    6. Participate in coordination meetings with donor for reporting of project activities;
    7. Articulate, in coordination with Programme Manager, strong mechanisms of collaboration, communication and coordination with CSOs and Diaspora organizations involved in the project;
    8. Facilitate and coordinate a taskforce for collaboration between NGO networks and private sector aiming to establish a joint cooperation agreement;
    9. Implement satisfaction and evaluation surveys of the trainings measuring improvement of participants of the training sessions; and,
    10. Perform other related duties as assigned.

      6. Performance indicators for the evaluation of results

      • Guarantee IOM principles
      • Delivery of 6 in person trainings and at least 18 virtual trainings
      • On time delivery of tasks, including comments raised by IOM and other relevant stakeholders of the project.
      • Integrity and precision at revision and analysis stages.
      • Relevance and deep analysis of recommendation and findings throughout the consultancy.
      • Clarity and accessibility of the developed materials.
      • Follow IOM Glossary and Style Manual for IOM Publications
      • Follow IOM Principles for Data Protection.

        7. Education, Experience and/or skills required

        • Masters degree in social sciences related topics, with specialization in emergency response, disaster preparedness, peace and conflict resolution, migration, international relations among others;
        • At least six years of relevant experience;
        • Experience working in United Nations agencies and particularly IOM tools and procedures.
        • Experience in working with migrants, refugees, internally displaced persons, humanitarian assistance, victims of trafficking and other vulnerable groups.
        • Desired experience working with ECHO funded projects and in the Latin American region;
        • Fluency in Spanish and English.
