Project Context and Scope:ย
Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
In Kazakhstan, IOM implements the Immigration, Refugees and Citizenship department of Canada (IRCC) funded project on โImproving migration governance and access to services for displaced Afghans in Pakistan and Central Asia.โ Through this intervention, IOM seeks to support government institutions and local communities in addressing the immediate protection and humanitarian needs of Afghan populations, mitigating the mid-term impact of the crisis on societies in the region, and fostering resilience for sustainable development.
IOMโs intervention contributes to the Comprehensive Action Plan (CAP) for Afghanistan and Neighboring Countries by addressing the urgent needs of displaced populations and host communities while strengthening institutional capacity and migration governance.
Under the previous project cycle, members of the Inter-Agency Working Group in Kazakhstan identified a significant communication gap faced by front-line officers in interacting with Afghan nationals crossing the border. To address this, IOM Kazakhstan plans to develop a basic level Dari and Pashto languageย phrasebook for front โ line officers to acquire basic proficiency in Dari and Pashto languages, enhancing their capacity to interact with the migrants and identify and prevent potential cases of migrant smuggling.

Category B Consultants: Tasks to be performed under this contract
The Consultant(s) in close coordination with IOM will be responsible for delivering the following results and milestones:ย
ย ย ย Deliverable 1: Submit a work โ plan developed in coordination with the IOM
ย ย ย Deliverable 2: Develop a Dari and Pashto basic language level phrasebook
ย ย ย Deliverable 3: Participate in the design and layout of the phrasebook, and participation, if necessary, in consultations with the national partners
ย ย ย Deliverable 4: Proof reading of the phrasebook and updating the end product in coordination with the IOM team, if needed.

Education, Experience and/or skills required
Graduate degree in Linguistics, Education, or a related field, with specialization in language instruction; or a university degree in the same fields with at least 3 years of professional experience in language education or training development. Fluency in Dari and Pashto is mandatory, with proven ability to teach these languages to non-native speakers. Fluency in English language is required. Knowledge of Russian and Kazakh Languages is an asset. At least two years of proven expertise in developing and adapting language training materials tailored to professional and cultural contexts, including the use of tools like phrasebooks and interactive exercises.
