Description of the Assignment

The Government of Angola and the United Nations Development Programme (UNDP) have a long-standing working partnership in the area of Human Rights. Within this partnership a 2025 Annual Work Plan was signed between the Ministry of Justice and Human Rights and UNDP, with the primary objective: “To strengthen the national human rights framework, the capacity of national human rights institutions, and the processes, mechanisms, and spaces for participation and realization of human rights in Angola.

Accordingly, both institutions considered it appropriate to hire a consultant to provide technical assistance to the DNDH of the MINJUSDH, thereby contributing to the achievement of the objectives outlined in the 2025 Annual Work Plan.

Core tasks include:

- Support the implementation of a pilot project for the Local Complaints System of three Local Human Rights Committees, including the preparation of training sessions, assessment of the selected CLDHs, and support for the development of reports produced by these CLDHs.

- Engage and build the capacity of the Inter-Sectorial Commission for the Elaboration of National HR Reports (CIERNDH) through the interaction with Civil Society Organizations (CSOs) and CIERNDH, support the monitoring of the implementation of UN Treaty Bodies Recommendations, coordinate production and translation of the National Periodic Report on the Convention on the Rights of the Child (CRC) Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)

- Support the implementation and operationalization of the National HR Indicators

- Coordinate activities, with managing logistics, align with UNDP procedures, evidence gathering reporting activities.

- Monthly implementation status updates of ongoing activities reporting to Governance Head of Unit and State Secretary for Human Rights and Citizenship.

Draft and approve final status report on implementation of key objectives, and identification of challenges and recommendations for ongoing programme

Period of assignment/services: 7 Months
