Consultant (International) with Finance under the Central Management Services (Adv#14/2026)

icddr,b invites applications from suitable candidates for International Consultancy with Finance.
Reporting and Coordination: The consultant will report to the Director, Finance (icddr,b), and work closely with the Controller Finance, Financial Reporting Unit, and ERP/ICT team. The consultant will maintain close coordination with icddr,bโs external auditors and the relevant oversight team.
The consultancy is expected to run over 4 months (FebruaryโMay 2026), with intermittent on-site and remote engagements as needed. Estimated level of effort: 60โ80 working days.
Assignment/Activity: This consultancy aims to provide expert technical assistance to icddr,b in reviewing, strengthening, and finalizing its International Public Sector Accounting Standards (IPSAS) implementation, focusing on ensuring that the 2025 annual financial statements are fully compliant with IPSAS requirements. The assignment will be conducted remotely through consultations and coordination meetings as required.

Expected start date of assignment: February 2026
Duration: 80 days
Scope of work: The consultant will report to his/her respective supervisor and s/he will complete the assigned tasks as planned under the Scope of Work (SOW).
Specific Responsibilities:
1. Review and Technical Assessment
- Review the 2023โ2024 IPSAS-aligned financial statements, accompanying
notes, and disclosures.
- Assess compliance with IPSAS 1โ 40 and identify areas of partial or
non-compliance.
- Examine accounting policies, estimates, and judgments applied under the
current IPSAS framework.
- Evaluate opening balance adjustments, treatment of non-exchange
transactions, fixed assets, employee benefits, leases, and grants.
- Prepare a Technical Review Report highlighting gaps, inconsistencies
and recommendations for improvement.
2. Support in Preparing 2025 IPSAS Financial Statements
- Provide hands-on support to the Finance team in preparing 2025
IPSAS-compliant financial statements, including required disclosures.
- Advise on recognition and measurement of key IPSAS elements.
- Assist in finalizing accounting policy notes and IPSAS disclosure checklists.
- Guide the incorporation of IPSAS adjustments within the ERP/financial
reporting system.
3. Coordination with External Auditors
- Collaborate with icddr,bโs external auditors to ensure a consistent
understanding and interpretation of IPSAS standards.
- Participate in technical meetings to resolve IPSAS-related accounting or
disclosure matters.
- Review and provide input on auditor queries related to IPSAS application
and transitional adjustments.
4. Capacity Strengthening and Advisory Support
- Provide targeted technical mentoring to icddr,bโs finance staff on advanced
IPSAS topics.
- Develop concise IPSAS reference materials or working papers.
- Advise management on strategic next steps to achieve full IPSAS compliance
beyond 2025.

Required qualifications and experience:
* Chartered Accountant or equivalent (CPA, ACCA, CA, or similar) with
specialization in IPSAS or IFRS for the public sector.
* At least 10 years of professional experience in financial reporting and
accounting, including direct IPSAS transition or audit experience with similar
organizations.
* Demonstrated experience in preparing or auditing IPSAS-compliant
financial statements.
* Familiarity with ERP systems (preferably MS 365 Dynamics).
* Strong analytical, communication, and facilitation skills.
