1. Objective of the Assignmentย
The assignment is to provide interim support to the IP and Frontier Technologies Division (IPFTD) during the reduced availability and maternity leave of the Associate Policy Officer.
The Division plays a leading role in analyzing the impact of emerging technologies, including artificial intelligence (AI), on intellectual property (IP), facilitating dialogue among Member States and stakeholders, and developing resources and projects to address policy challenges at the intersection of IP and technology.
The consultant will support the Division in:ย
(a) Supporting the organization and execution of two sessions of the WIPO Conversations on IP and frontier technologies, working closely with WIPO colleagues and external consultants.
(b) Leading the implementation of ongoing grassroots projects in ASEAN and Latin America and the Caribbean (LAC).
(c) Initiating and leading at least one further grassroots project.
(d) Supporting the redesign of the Divisionโs website, ensuring content is updated and aligned with WIPOโs standards.
(e) Developing content for information resources and knowledge products for stakeholders, based on identified needs and gaps.
(f) Preparing speeches, presentations, and talking points.
(g) Performing other related tasks in support of the Division, as agreed with the Director of the IPFT Division.
2. Deliverables/Services
Deliverable 1 โ WIPO Conversation 12ย
- Finalize event program, in collaboration with WIPO colleagues and external consultants.
- Prepare speaker briefings and liaise with invited speakers.
- Support execution of the session, coordinating with internal and external stakeholders.
- Produce a post-session assessment, highlighting key messages and suggested follow-up.
Deliverable 2 โ Website Redesignย
- Lead the redesign of the IPFTD website, in collaboration with WIPO colleagues and external consultants.
- Draft and prepare website content.
- Ensure compliance with WIPOโs common look and feel and digital standards.
Deliverable 3 โ Speeches and Talking Pointsย
- Prepare draft speeches, talking points, and presentation material for use by WIPO officials in external meetings and events.ย
- Ensure content reflects the Divisionโs strategic priorities and latest developments in frontier technologies.
Deliverable 4 โ ASEAN and LAC Grassroots Projectsย
- Provide support to the ASEAN โAgriculture 4.0โ project and the LAC regional project through to their conclusion, ensuring timely delivery of outputs and documentation of outcomes, in collaboration with WIPO colleagues and external consultants.
- Deliver a progress report summarizing achievements, challenges, and lessons learned.
Deliverable 5 โ New Grassroots Projectย
- Initiate and execute at least one additional grassroots project in a priority region or sector.
- Deliver a progress report summarizing achievements, challenges, and lessons learned across all grassroots projects.
Deliverable 6 โ WIPO Conversation 13ย
- Develop a draft and final program, in collaboration with WIPO colleagues and consultants.
- Prepare speaker briefings and liaise with invited speakers.
- Lead execution of the session, coordinating with internal and external stakeholders.
- Produce a post-session assessment, highlighting key messages and suggested follow-up.
Deliverable 7 โ Other tasks as assignedย
- Other tasks as assigned by the Director of the IPFT Division as warranted and dictated by WIPO and IPFT needs.
3. Reportingย
The consultant will work under the direct supervision of the Director of the IPFT Division and in close cooperation with colleagues in the Division and relevant sectors of WIPO.
4. Profileย
Educationย
Essential: First-level university degree in law.ย
Desirable: Advanced university degree in industrial property law or related specialization.
Experienceย
Essential: At least six years of relevant professional experience in the field of intellectual property.ย
Desirable: Experience working in an international environment and/or with public sector organizations.
Languagesย
Essential: Excellent written and spoken English.ย
Desirable: Knowledge of other official UN languages.
Skills and Competenciesย
Strong analytical and drafting skills.ย
Ability to conduct independent research and present results clearly and logically.ย
Sound judgement, discretion, and diplomatic skills.ย
Excellent organizational and communication skills.ย
Proficiency in Microsoft Office tools.
5. Duration of Contract and Paymentย
The duration of the contract shall be from 1 October 2025 to 31 May 2026 with the following activity rate:ย
- On a part-time basis at 50 per cent from 1 October to 30 November 2025; andย
- On a full-time basis at 100 per cent from 1 December 2025 to 31 May 2026.
The duration of the contract may be renewed depending on performance, needs, and budget.
WIPO will pay the Contractor on a monthly basis according to the actual number of days worked within a calendar month.
Applicants are requested to provide an indication of their remuneration expectations of a daily rate in either Swiss francs, Euros, British Pounds, or USD.
6. Additional information ย
ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the contractorโs payment on a pro-rated basis.
