Program Overview
WRI Indonesia hosted the secretariat of Indonesiaโs National Plastic Action Partnership (NPAP), as part of the Global Plastic Action Partnership (GPAP) which initiated by the World Economic Forum (WEF), as a bold neutral platform responsible for coordinating and facilitating the public-private partnerships working to free the world from plastic waste and pollution. The initiative aims to tackle one of the most difficult and pressing challenges facing our global commons โ plastics pollution โ in particular the plastic pollution of rivers, deltas and the ocean. The Government of Indonesia has made significant step by committing to reduce plastics pollution to the ocean by 70% by 2025. GPAP is supporting Indonesia to reduce plastic pollution to the ocean through National Plastic Action Partnership (NPAP). The partnership brings together top leaders from government, private sectors and civil society organizations to contribute in achieving national ocean plastic reduction target.
The secretariat of Indonesiaโs National Plastic Action Partnership (NPAP), hosted at the World Resources Institute (WRI) Indonesia, is looking for a Fundraising Consultant for Plastic Waste. The role will be based in Jakarta, Indonesia. This position will report to the Plastic Waste and Ocean Manager and coordinate closely with NPAP and Ocean team at WRI Indonesia and GPAP team at the World Economic Forum.

The Fundraising Consultant will be responsible for developing and executing a fundraising strategy to support the sustain phase of the Indonesia National Plastic Action Partnership (NPAP), working closely with key stakeholders within World Resources Institute (WRI) Indonesia. The consultant will focus on securing funds to support the continuation and expansion of plastic waste management programs, with specific emphasis on mobilizing resources for the next phase of NPAP in 2026. Additionally, the consultant will work with WRI Indonesiaโs operations team to establish operational mechanisms capable of accommodating various donors, including a multi-donor funding scheme.
What You Will Do
- Collaborate with all relevant teams to develop fundraising strategies aligned with the organization and projectโs mission
- Assess current fundraising efforts, identify areas of improvement, and recommend new and suitable approaches
- Conduct research to identify potential donors and support the team in arranging influential meeting, leading meeting preparations, and reporting on the relationship-building efforts
- Research and identify grant opportunity, including assessing trends to stay competitive in a dynamic landscape.
- Lead the development of proposal, and reports tailored to funderโs priorities and interests
- Work closely with the program team to develop impactful narrative and data-driven reports
- Participate in institutional efforts to enhance relationships with current donors
What You Will Need
Required Qualifications:
- Bachelorโs degree in environmental management, business, or relevant field. Masterโs degree is preferred.
- Minimum 8 (eight) years of external fundraising experience, preferably in a large, international organization. Prior engagement on environmental or climate/oceans/cities/forests/energy focus areas are desirable.
- Proven track record of directly participating in collaborative efforts to successfully securing grants from foundations, foreign governments, or multi-lateral organizations.
- Good writing and proofreading skills; ability to translate technical information into lay language; experience in developing and organizing draft proposals for varying audiences.
- Familiarity with the Indonesian environmental landscape, including relevant policies, stakeholders, and funding opportunities.
- Professional-level understanding of project management and best practices for donor relationship management.
- Basic understanding in PMEL standard and theory of change
- Strong interpersonal and collaborative skills; a demonstrated ability to diplomatically and effectively to collaborate internally to deliver results.
- Excellent communication and presentation skills, with the ability to effectively convey the organization's mission and impact to diverse audiences.
- Ability to work independently, meet deadlines, manage multiple priorities simultaneously, and be flexible on changing priorities.
- Experience working in an international team environment a plus; must be comfortable working in a fast-paced environment, with a diverse staff, across multiple time zones, and within tight and often parallel deadlines.
- Understanding of compliance requirements of Indonesiaโs NGO law in relation to fundraising activities.
- Proficiency in English and Indonesian languages, both written and verbal.
- Ability to travel when needed
- High attention to details, well organized, and strong analytical skills.
Preferred Qualifications:
- Passionate about addressing plastic waste, ocean, and environmental management issues and experienced in working with multistakeholder platforms.
- Capacities in making use of data and information
- Ability to design presentations/decks is preferred.

Deliverables
The Consultant will receive compensation upon completion on each of the following deliverables:
- Standard operating procedure for accommodating different donorโs funding mechanism for financing NPAP Secretariat and Plastic portfolio
- Coordinate and collaborate with WRI Indonesiaโs operations team and the World Economic Forum, as the current donor of NPAP, to initiate the planning of operational mechanisms for accommodating diverse donor schemes.
- Develop a Standard Operating Procedure (SOP) or reference document for WRI Indonesia, outlining processes for receiving and managing funding from various donors, including with multi-donor schemes.
- Fundraising strategy, analysis of funding mechanism, and database of potential donors.
Deliver comprehensive fundraising strategy, analysis of funding mechanism, and database of potential donors for the next phase of NPAP. To support the fundraising strategy, the Fundraising Consultant will be expected to conduct surveys and interviews to several Indonesia NPAP members and potential donor on:
- Possibility for funding Indonesia NPAP and expected deliverables from the funding
- Potential funding mechanisms for Indonesia NPAP, including a multi-donor mechanism
- Operational terms and conditions for mobilizing funds for Indonesia NPAP, including those related to the multi-donor mechanism
- Comprehensive proposal (word and PPT document) for the next phase of Indonesia NPAP (expected project duration for 2026-2028) including:
- Details of the funding mechanism, including multi-donor
- Counter-Performance for Donors
- Reporting and Monitoring Plan
- Long-Term Planning for Indonesia NPAP (Post-2028), including the potential establishment of a foundation
- Proposal pitch to Indonesia NPAP members and potential donors
Contract Arrangement
Individual consultancy contract (Part-time, limited term)

Must have authorization to work in Indonesia to be eligible for this position.
