Having clear and structured Key Performance Indicators (KPIs) is essential to improve the productivity of the organization to deliver people, nature and climate goals, supporting the government commitment to achive its climate ambitions by 2030 leading to net zero target prior to 2060.
Job Highlight
The primary purpose of this consultancy is to design, develop, and propose a comprehensive and standardized KPI framework for all positions within the organization, structured by job grades and job families leading to improved efficiency or the organization to deliver people, nature and climate objectives. This framework will ensure consistent and measurable performance expectations, facilitate objective evaluation, and align individual and team contributions with the organization's strategic objectives.
Under direct supervision of the Head of Human Resources, this position will be based in Jakarta with office-flex working arrangement. In support of WRI's DEI commitment, you are responsible for actively participating in these collaborative efforts by integrating equity into your work, our workplace, and the organizational culture.
What You Will Do
The consultant will be responsible for the following key tasks:
Phase 1: Discovery & Analysis
- Review Existing Documentation: Conduct a thorough review of current Job Descriptions (JDs), existing KPIs (if any), organizational charts, grading structures, and strategic plans to understand the current state and identify gaps.
- Stakeholder Engagement: Conduct interviews and focus group discussions with key stakeholders, including HR leadership, department/project heads, line managers, and a representative sample of employees from various job grades and families, to gather insights on roles, responsibilities, and current performance measurement practices.
- Identify Commonalities & Discrepancies: Analyse collected data to identify common responsibilities, required skills, and existing KPI discrepancies across similar positions and grades.
Phase 2: Framework Design & Development
- Develop KPI Framework: Propose a logical and scalable framework for KPI categorization (e.g., by functional area, strategic contribution, operational efficiency, people management).
- Draft Standardized KPIs: Develop a comprehensive set of standardized KPIs for each defined job grade and job family, ensuring they are SMART (Specific, Measurable, Achievable, Relevant, Time-bound).
- Define Measurement Methodologies: For each KPI, define clear measurement methodologies, data sources, and reporting frequency.
- Ensure Strategic Alignment: Ensure all proposed KPIs clearly link to and support the organization's overarching strategic goals and mission.
- Develop Guidelines: Create clear guidelines and definitions for the interpretation and application of the standardized KPIs
- Develop a model for monitoring and evaluating KPIs to support effective performance reviews.
- Develop a reward and consequence framework based on benchmarking with similar organizations
Phase 3: Validation & Finalization
- Present Draft Framework: Present the draft standardized KPI framework and matrix to Executive Team for feedback and validation.
- Incorporate Feedback: Revise the framework based on feedback received, ensuring practicality and buy-in.
- Final Documentation: Prepare a final, comprehensive document detailing the standardized KPI framework, matrix, measurement guidelines, and implementation recommendations.
What You Will Need
The ideal candidate will possess the following qualifications:
Education: Master's degree in Human Resources Management, Organizational Development, Business Administration, or a related field.
Experience:
- Minimum of [e.g., 7-10] years of demonstrated experience in HR/Organizational Development consultancy, specifically in designing and implementing performance management systems and KPI frameworks.
- Proven experience working with complex organizational structures, preferably within the non-profit, development, or environmental sector.
- Experience in conducting comprehensive needs assessments, stakeholder consultations, and data analysis related to HR and performance.
- Track record of successfully developing and standardizing KPIs for diverse roles and levels.
Skills:
- Exceptional analytical and problem-solving skills.
- Strong communication, presentation, and facilitation skills (both written and verbal).
- Excellent stakeholder management and influencing abilities.
- Proficiency in project management to ensure timely and high-quality delivery of consultancy outputs.
- Familiarity with HRIS and performance management software is an advantage.
Language: Proficient in Bahasa Indonesia and English (both written and spoken) is required.
Personal Attributes: High level of professionalism, integrity, attention to detail, and ability to work independently and collaboratively.
Duration
3 months of contract with the possibility of no-cost extension subject to final report and future needs.

- Inception Report:
- Detailed work plan, methodology, and timeline for the consultancy.
- Initial findings from documentation review and stakeholder mapping.
- Current State Analysis Report:
- Comprehensive analysis of existing JDs and KPIs, highlighting inconsistencies, commonalities, and areas for standardization.
- Summary of key insights from stakeholder consultations.
- Recommendations for KPI categories and structure.
- Draft Standardized KPI Framework & Matrix:
- Proposed institutional-level KPI framework (categories, definitions).
- Detailed matrix of standardized KPIs for each job grade and job family.
- Draft measurement methodologies and data sources for each KPI.
- Stakeholder Validation Workshop Materials:
- Presentation materials for presenting the draft framework to stakeholders.
- Facilitation plan for feedback sessions.
- Final Standardized KPI Framework Document:
- Comprehensive document detailing the approved standardized KPI framework.
- Final KPI matrix by job grade and job family with clear definitions and measurement methodologies.
- Guidelines for KPI implementation, monitoring, and review.
- Recommendations for integrating the new KPIs into existing performance management systems.
- Final Consultancy Report:
- Summary of the consultancy process, key findings, and recommendations.
Terms of Payment
The consultant will be contracted on a deliverable-based arrangement with terms of payment details as follow:
- First Payment (30%): Upon completion and approval of Deliverables 1 and 2
- Second Payment (30%): Upon completion and approval of Deliverables 3 and 4
- Final Payment (40%): Upon completion and approval of all remaining deliverables
All payments are subject to satisfactory completion of the deliverables and approval by the designated supervisor.
