Result of Serviceโ€ข The design of the content of the curriculum on digital skills is delivered and cleared by UNODC two weeks prior to the workshop. โ€ข The training activities are successfully organized and a final report on all the workshops is delivered. โ€ข The mentoring of the participants through technical and operational advice is provided. โ€ข The selection process of the projects to be funded is finalized together with a preparatory report to the panel about each project and their potential for scaling up. Work LocationHome-based Expected duration1 Aug โ€“ 31 Dec 2025 Duties and ResponsibilitiesThe United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime, and of the United Nations Convention against Cybercrime which was adopted in December 2024. In 2025, UNODC will implement a project in Senegal aimed at addressing the root causes of youth vulnerability to organized crime. Young people are increasingly targeted by organized crime due to their heightened vulnerabilities caused by poverty, insecurity, and injustice that leave them at high risk of exploitation and abuse. In Africa, more than 60% of the population is under the age of 25. It is estimated that by 2030, the youth population in Africa will constitute 42% of the global youth. At the same time, young people account for a large portion of those involved in various forms of organized crime and remain a source of recruitment for criminal and armed groups. In Senegal, the median age is around 19.6, making it one of the youthful countries in the continent. The UNODC initiative will equip young people with cyber-related knowledge and practical skills, empowering them to create sustainable income opportunities and reduce their exposure to criminal networks. A group of 30 participants will be selected based on their academic background and demonstrated motivation. They will receive comprehensive training in both digital competencies and essential soft skills. Under the direct supervision of the Programme Officer, the incumbent will provide technical expertise in digital skills training โ€” specifically in programming, cybersecurity, and web development โ€” to support the delivery of a series of workshops for the participants selected to take part in this project. Qualifications/special skillsโ€ข An advanced university degree (masterโ€™s or equivalent) in computer science, digital forensics, information technology, programming, cybersecurity, network security or similar subjects is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of relevant professional experience in training in academia and/or law-enforcement academy on topics related to the project, including cybersecurity, cybercrime investigation, digital forensics and programming is required. Experience in interacting with governmental agencies is desirable. Work experience in Senegal is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Additional InformationNot available.
