Organizational Setting

ย 

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.ย 

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis;ย  collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.ย 

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

Main Purpose

ย 

The objective of the Safeguards Traineeship Programme is to increase the number of qualified candidates from developing countries for a position of safeguards inspector in the Agency or in their national nuclear organization. In addition to enhancing the technical skills and competence of the trainees, the Traineeship Programme will provide the participants with opportunities to broaden their knowledge about the application of nuclear techniques and their implementation at a facility and a state level.ย 

The Subscriber will act as the Technical Coordinator for the 2026 Safeguards Traineeship Programme.ย  He/she will provide technical expertise and coordinate the educational activities conducted in the framework of this Programme.

Functions / Key Results Expected

ย 

โ€ข Prepare, organize, implement and report on Safeguards Traineeship programme activities;
โ€ข Provide training including the preparation and the delivery of case studies and/or specific studies;
โ€ข Liaise directly with supporting Sections and Divisions;
โ€ข Facilitate liaison between the Safeguards Training Section, trainees, sponsors, and other programme stakeholders;
โ€ข Schedule speakers;
โ€ข Monitor thesis progress and practical performance;
โ€ข Evaluate and report on trainee learning;
โ€ข Draft and submit the programme final report including reporting on programme implementation and proposing recommendations for possible programme improvements; and
โ€ข Continue to update the course to integrate new material and teaching approaches and to further develop the on-line platform.ย

Nuclear Engineering, Nuclear Physics, International Relations or other international nuclear safeguards related field.

ย 

At least five years of demonstrated experience in preparing, conducting, delivering and evaluating courses or training, preferably in the nuclear or safeguards field is required.

Demonstrated abilities in the Agency's core competences are required: Communication, Teamwork, Planning and Organization, and Achieving Results.

Demonstrated abilities in the following functional competences are also required:ย  Knowledge Sharing and Learning, Judgement/Decision Making, and Technical/Scientific Credibility.

Knowledge of the nuclear fuel cycle or nuclear instrumentation is required.

Knowledge of international safeguards is an asset.

Experience in technical cooperation programmes or working with developing countries is an asset.

Knowledge and working experience with a learning management system and/or online training tools is an asset.

Fluency in written and spoken English required.ย  Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of โ‚ฌ 320, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
