Project Context and Scope
IOM has been running projects to support returnees in their socio-economic reintegration to the country of origin.ย IOMโs approach to returns emphasizes a strategy that is holistic, rights-based, and sustainable development-oriented to ensure safe, voluntary, and dignified returns and readmission. In line with these efforts, IOM Tรผrkiye provides comprehensive reintegration support, in collaboration with stakeholders, and capacity-building for effective migration governance.
The Reintegration Efforts to Foster Comprehensive and Unique Sustainable Support (REFOCUSS) project aims to develop an innovative and comprehensive approach to support migrants to reintegrate in their communities upon return.ย ย
Under the REFOCUSS project, IOM Tรผrkiye plans to organize in-person and online informative sessions to returnees in Tรผrkiye to support their economic empowerment and reintegration providing essential knowledge on business development, labour rights, employment, digital job search and vocational training opportunities in Tรผrkiye. Two consultants will be recruited to cover the following topics, identified through a beneficiary survey:

Each consultant will be solely responsible for the deliverables assigned to their TOR. In this context, the two consultants are expected to closely coordinate with one another, under IOM supervision, to ensure alignment and complementarity of content and approaches adopted.

Organizational Department / Unit to which the Consultant is contributing
The Consultants selected will be contributing to the Migrant Protection Unit and working for the Reintegration Efforts to Foster Comprehensive and Unique Sustainable Support (REFOCUSS) in close cooperation with the IOM Reintegration team and the other consultant under the direct supervision of the Senior Project Associate (Reintegration). ย All documents and data provided to the consultants are confidential and cannot be used for any other purpose or shared with a third party without any written approval from IOM.

Tasks to be performed under this contract
The Consultant is expected to perform the following tasks during the execution of the contract:
1.ย ย ย Design the content of the informative session tailored to the needs of returnees and revise the topics where needed
2.ย ย ย Adjust the modules and methodology based on feedback from the project team
3.ย ย ย Collaborate with project team and the other consultant to ensure that training content aligns with other consultancy topics
4.ย ย ย Communicate with the beneficiaries to invite them and confirm their participation
5.ย ย ย Facilitate informative sessions both online and in-person (indicatively in ฤฐstanbul
6.ย ย ย Prepare, apply, and analyze training assessments including pre and post-tests
7.ย ย ย Produce short reports summarizing each session (including participant numbers feedback from the participants, and key lessons learned)
8.ย ย ย Prepare a final consolidated report at the end of the consultancy.
9.ย ย ย Perform other duties as assigned.
Performance indicators for the evaluation of results
The following table gives an overview of the estimated timeline and distribution of responsibilities for a total ofย 30 working daysย for the consultant: Assignment Delivery Date Payment Preparation of informative session methodology, content, pre- and post-tests Within 10 days after the assignmentย ย 1stย Instalment - 30% - upon approval of session contentย Delivery of maximum three informative sessions (online and in-person, indicatively in ฤฐstanbul) Within 20 days afterย the assignment 2ndย Instalment - 40% - upon completion of all sessions Submission of short reports for each session. Payment will be made upon the completion of the phases mentioned above in three instalments. The consultant might be expected to submit a brief report to IOM after each implementation. The sessions language shall be Turkish, reporting and deliverables language shall be English. All session materials (ppt, tools etc.) should be both in Turkish and English. All information shall be provided in electronic versions in word, ppt, PDF or any other format approved by the project team. The consultant shall be solely liable for the accuracy and reliability of the data/information provided and links to sources of information used.
Educationโข ย At least bachelorโs degree in business administration, economics, law, education, social sciences, or related fields from an accredited academic institution with five years of relevant professional experience,
โข ย Masterโs degree is an advantage
Experienceโข ย At least 5 years of relevant experience in business start-ups, entrepreneurship support, or small and medium enterprise (SME) development.ย
โข ย Proven knowledge of Turkish legal framework on labour rights, employment law, and taxation.ย
โข ย Experience designing, delivering and evaluating training sessions particularly using adult learning principles and participatory training methods.
โข ย Familiarity with government incentives, grants, and loan schemes available for entrepreneurs in Tรผrkiye.ย
Skillsโข ย ย Strong communication and facilitation skills.
โข ย ย Cultural sensitivity and ability to work with vulnerable groups.
โข ย ย ย Experience in the United Nations System is an asset.
Languages Fluency in Turkish and English. IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel requiredThe activity might require travel when necessary. The consultant must have no travel restrictions within Tรผrkiye and be able to ensure flexibility in their schedule accordingly. The travel costs, accommodation costs (bed and breakfast), and living costs (terminal expenses, intra-city travel costs, lunch, dinner, etc.) of the missions to other provinces of Tรผrkiye will be arranged and borne by IOM. IOM will arrange economy-class round-trip flight or train tickets through its contracted Travel Agency.
As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.
