Work LocationHome-based with travel to Doha, Qatar (December 2025) Expected duration25/7/2025-30/1/2025 Duties and ResponsibilitiesBackground of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC), the only legally binding universal anti-corruption instrument. The Convention's far-reaching approach and the mandatory character of many of its provisions makes it a unique tool for developing a comprehensive response to a global problem. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. In line with article 13 of UNCAC, UNODC is promoting and supporting anti-corruption education around the world. UNODC’s Gobal Resource for Anti-Corruption Education and Youth Empowerment (GRACE) initiative promotes the role of education and youth empowerment in preventing and countering corruption. The GRACE initiative, building on and continuing the successful experience of UNODC in the area of education, brings to the international community knowledge and experience working with educators, academics, youth, and anti-corruption authorities to foster a culture of rejection of corruption. The initiative aims to support youth become the integrity leaders of tomorrow by equipping them with skills and mindsets required to promote transparency, accountability and integrity within their communities. At the university level, GRACE aims to facilitate and promote teaching and research on issues related to corruption, ethics and integrity. As part of these efforts, UNODC is developing a new university module on emerging technologies, artificial intelligence and corruption, complementing the existing University Module Series on Anti-Corruption. In this context, UNODC is seeking a consultant who will support the development of this new module and who will ensure that the module he or she is developing, is consistent with the overall framework of the GRACE university modules and will work in coordination with other GRACE consultants, if necessary. Purpose of the assignment: The purpose of the assignment is to advise and support UNODC in the organization of its upcoming 5th Anti-Corruption Academic Symposium and related policy-work following CoSP11. This year’s symposium, which will take at the margins of the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption (CoSP11), will focus on emerging technologies, including artificial intelligence and special attention will be given to challenges and opportunities for the use of AI in anti-corruption efforts. Specific tasks to be performed by the consultant: Under the overall supervision of the Chief, Thematic Support Section, Corruption and Economic Crime Branch, the direct supervision of the Crime Prevention and Criminal Justice Officer leading the GRACE initiative and in coordination with UNODC staff in Vienna and the field, as well as relevant stakeholders as necessary, the consultant will perform the tasks listed below: • Develop a call for abstracts/proposals: outlining key requirements to attract researchers and practitioners working in the field of artificial intelligence and related topics globally. Identify relevant channels for circulating the call and engage with relevant stakeholders to promote the symposium. • Prepare an overview paper: Identifying key experts from various regions on key topics, who could be invited to attend the symposium. • Develop the agenda and the accompanying background document: Outline key aspects and recent developments in the field. • Oversee and support the application review: Support the assessment of abstracts/applications for the symposium, including by providing guidance to junior UNODC staff, and recommend panelists, ensuring a geographical, gender and youth balance. • Participate in the symposium: Actively support various sessions, including opening and/or moderating and by providing support, if needed, to selected moderators. • Ensure adequate follow-up: Prepare a report (summarize discussions held), identify key recommendations and potential next steps for UNODC and provide input to a follow-up project proposal. • Revise and update the university module on corruption and AI: Based on the research presented, review, revise and update UNODC university module. Qualifications/special skills• An advanced university degree (Master’s degree or equivalent) in legal studies, business, management, education, psychology, social science or humanities, or closely related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; a PhD or equivalent is desirable. • At least 10 years of progressively responsible experience in the field of research and teaching on topics related to the topic of the 5th Academic Anti-Corruption Symposium is required. • Extensive knowledge of educational standards and academic teaching methods is required. • Extensive knowledge of current developments in the field of AI and related research is required. • Capacity to work independently and with minimal supervision is desirable. Languages• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
