BACKGROUND

IFPRI’s Gender, Climate Change and Nutrition Integration Initiative ( GCAN ) supports the integration of climate change, gender, and nutrition considerations into policy and programming and conducts strategic research at the intersection of these topics, with funding from USAID. IFPRI is seeking a consultant to prepare and finalize a discussion paper on “Opportunities to Increase Women’s Empowerment, Climate Resilience, and Nutrition along the Goat Value Chain in Senegal.” The number of goats in Senegal increased dramatically over the last three decades from around 2 million heads to close to 6 million heads in 2017. Goats and other small ruminants are generally under the management and care of women, who also tend to control income from the sale of goats and goat products. Goats are also considered to be more climate resilient than large ruminants, especially to droughts. Goats are also used as a store of wealth and are more easily traded following shocks, which can increase household resilience. Because goats are typically given as gifts, almost all agricultural households own at least some goats. At the same time, goats constitute an important animal source food (ASF), as goat milk is generally consumed by young children in the household and goat meat is often consumed as part of many religious ceremonies. Goat products could be leveraged further in the context of under- and malnutrition, particularly for young children and mothers.

The consultancy will take place during the period July 15 to October 15, 2023. This study will draw on qualitative data (transcripts) from focus group discussions and key informant interviews with goat herders and other value chain actors in a livestock producing area, a mixed crop-livestock area, and an urban area. The discussion paper will also draw on a research report prepared by the partner institute, Institut Sénégalais de Recherches Agricoles - Bureau of Macro-Economic Analysis (ISRA-BAME), which includes preliminary findings from the qualitative research (primary data) as well as an analysis of secondary data and literature on the topic. The consultant will work with researchers at IFPRI and with the partner institute as co-authors of the paper.

ESSENTIAL DUTIES:

· Analyze transcripts from the focus group discussions and key informant interviews conducted in the 3 study areas by ISRA-BAME. Code transcripts using an agreed upon set of thematic codes and sub-codes (7 days)

· Integrate findings from the analysis of the transcripts with the research report prepared by ISRA-BAME to develop a working paper manuscript. (7 days)

· Coordinate with the study team at IFPRI and ISRA-BAME to finalize the manuscript with input from the author team. IFPRI to facilitate initial interactions with ISRA-BAME. (2 days)

· Submit to IFPRI Discussion Paper Series and respond to internal reviewer comments (usually light) and copyeditor queries. (2 days)

· Prepare a PPT slide deck summarizing the results of the study to be presented at the Adaptation Futures conference in Montreal, October 2-6, 2023 (1 day)

DELIVERABLES:

1. Final set of thematic codes in consultation with study team. Transcripts analyzed using thematic codes.

Duration Dates : Date of Signed contract – October 15, 2023

Qualifications Needed :

  • Familiarity with research on gender, climate change, and food security/nutrition
  • Track record of producing high-quality publications
  • Experience conducting qualitative data analysis (i.e., thematic coding of focus group and interview transcripts)
  • Experience collaborating with partners in low-income countries
  • Ability to read, write, and communicate in French
  • Advanced degree in the social sciences (masters or doctorate)

    Preferred Qualifications :

    • Publication record on gender, climate change, and nutrition issues
