Consultancy on supporting the work of the Implementation Support Group with the Tbilisi Commitments in the field of communications and data collection
Background:
The IFRC is seeking a consultant to provide communications support to showcase the work of National Societies regarding the implementation of the Tbilisi Commitments. During the 11th Europe Regional Conference (ERC), the Conference participants, delegates of 42 National Societies, with the active participation of representatives of European Youth Coordination Committee, approved 11 Tbilisi Commitments.
The Tbilisi Commitments are action oriented and relevant in the region as they reflect topics like migration, health including COVID-19, climate change, localization and humanitarian diplomacy.
Job Purpose
We are seeking a highly motivated, creative and skilled individual, who can be a university student as well, to help us support the work of the Implementation Support Group with communication and data collection as outlined in the TOR below. The purpose of this consultancy is to produce/collect communication materials and data collection support to the Membership Services Unit of the Regional Office for Europe and the Implementation Support Group to follow up/synthetise and demonstrate the work of National Societies to achieve the goals of the Tbilisi Commitments. The work includes drafting, collecting and/or editing of communication materials, collection of data and creation of case studies/ short success stories that showcase the NSs implementation of the Tbilisi Commitments. The consultant will have an opportunity to further support the Membership Services unitโs efforts related to showcasing the work of NSs, whilst at the same exploring innovative methods in evaluations. Work in enhancing the look and feel of evaluation tools, the databank and reports as well as promoting the utilization of these resources. This consultancy will provide an excellent opportunity to gain hands-on experience in this area of work.

The ERC took place on April 2022 in Tbilisi, Georgia. As a result of the Conference, a final document called the Tbilisi Commitments (TC) was adopted, with a focus on six sub-themes: Localization, Migration, Climate Crisis, Health, Diversity & Humanitarian Diplomacy. The Implementation Support Group (ISG) was established to support the activities and outputs stemming from the Tbilisi Commitments. The IFRC Regional Office for Europe supports the work of the Implementation Support Group, whose primary role and responsibility is to oversee the follow-up on the implementation of the commitments made by National Societies at the 11th European Regional Conference (ERC) and to promote/advocate for the realization of the Commitments.

The consultant will collaborate closely with IFRCโs Membership Services Unit (MSU) and key stakeholders at National Societies responsible for the follow up of the Tbilisi Commitments. Key tasks include:

Trello board is updated with case studies and success stories on regular basis. Data and communication materials are collected for the period from 2022-2024 and uploaded on Trello board. Support to be provided to the Consultant
The consultant will be given access to all necessary documents and sites, as well as generic email addresses to be used and monitored. The consultant is expected to use own IT equipment and work fully remotely.
Schedule for payment of fees
(Indicate deliverables and timeframe, e.g. milestones, reporting deadlines, etc.)
Payment will be made each month against an invoice based on the number of working hours and a monthly progress report on deliverables.
Time Allocation, for budget purposes
The duration of this consultancy is 12 months, with the possibility of extension.
The consultant is expected to work 10 hours weekly, that sums up to 44-46 hours per months.
Management of the position
The consultant will be managed by the Senior NSD Officer, Membership Service Unit, Regional Office for Europe.
