DUTIES AND RESPONSIBILITIES
The consultant will carry out the following;
Institutional baseline analysis on strategies to improve meteorological and climate services:
- Stakeholders' analysis and a brief evaluation of socio-economic benefits of SLMet services;
- Consultations and meeting with stakeholders, including actual and potential users of SLMet services;
- Describe potential options for the co-development of meteorological, hydrological and climate services through collaborations;
- Coordinate the preparation and delivery of workshops (usually one or two) with SLMet and other relevant institutions to define the institutional strategic actions for improvement of services;
- Assist the SLMet Director General and focal points in preparing the strategic plan related documents to be adopted or examined by the governing body of SLMet.
Review and update the national strategy plan (NSP):
- Review and update the NSP of the SLMet strategic for improved meteorological and climate services, and provide an action plan 2025-2030 with associated activities, timelines, estimated budgets, partners involved;
- Identify and describe the resources (human, financial, technical, institutional) and legislative environment required for the implementation of the action plan and related activities;
- Assist SLMet in the validation of the NSP and propose detailed actions for systematic tracking of the strategic action plan.
QUALIFICATIONS
Education
Advanced degree in applied meteorology, environmental sciences, bussiness management, international relations, or related discipline.
Experience
At least 8 years of experience in strategic planning and management and organizational change in developing countries.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
