DUTIES AND RESPONSIBILITIES
Institutional baseline analysis on strategies to improve meteorological and climate services
- Stakeholders' analysis and a brief evaluation of socio-economic benefits of INM and INA services;
- Consultations and meeting with stakeholders, including actual and potential users of INM services;
- Describe potential options for the co-development of meteorological, hydrological and climate services through collaborations;
- Contribute to the preparation of a first workshop (3 days) with the INM, INA and others relevants institutions to define the institutional strategies action for improvement of services;
- Assist the INM Director General and INA focal point in preparing the official documents needed for the strategic plan to be adopted or examined by the governing body of the INM and INA, as correspond.
Elaboration of a draft National Strategic Plan
- Draft a chapter with the relevant strategic objectives to develop meteorological and climate service by INM, and provide an action plan 2025-2030 with associated activities, timelines, estimated budgets, partners involved. This should include risks, monitoring, and evaluation procedures;
- Identify the various resources (human, financial, technical, institutional) required for the implementation of all the activities listed in the action plan and provide the corresponding resources mobilisation options, as well as the required organizational changes in case of;
- Assist the INM Director General and INA focal point for the reporting and presentation of the working progress, informing of any difficulty for a successful outcome of his/her (their) work and provide advice to overcome them.
Deliverables at the end of the contract
The consultant will provide the following deliverables to WMO. :
- Early November 2024: an initial report, including synthesis of conditions in meteorological, hydrological, and climatological services, synthesis of collected references and linked to the WMO folder provided, a plan for the consultation workshop and meetings, and a list of institutional contacts identified to support the NSP process;
- End January 2025: Drafts of the strategic plan and action plan 2025-2030;
- End March 2025: Final report, including a validations workshop report and the deliverables in line with the activities of section 3.
QUALIFICATIONS
Education
Degree in business, management, with studies or consultancy experience in meteorology, climatology, or a field relevant to write and produce documents in Portuguese supporting the functioning of an meteorological, hydrological, and/or climatological agency.
Experience
5 to 10 years of experience in developing strategic planning documents.
Other requirements
Availability to participate to onsite and online meetings and to perform the task.
Languages
Excellent knowledge of Portuguese (both oral and written).
Knowledge of English (reading/ understanding) is a clear advantage.
