DUTIES AND RESPONSIBILITIES

The services of a consultant based in Equatorial Guinea is required to support and assist in the structuration of the institutional strategy and related documents through facilitating collaboration between national institutions involved in this process. In addition, WMO team is coordinating with African Union Commission and ECCAS this institutional support.

Institutional baseline analysis on strategies to improve meteorological, hydrological and climate services:
- Gather relevant documents for the creation of INAMET and consolidation of a NHS in line to WMO N° 1003, as well as information on its expected services;

- Describe potential options for the co-development of meteorological, hydrological and climate services through collaboration with national public, private and/or research entities;

- Contribute to the preparation of an initial workshop with national representatives of meteorological and hydrological sector, and various socio-economic sectors (e.g agriculture, fishing, water resources, city planning, disaster management, energy, tourism, and civil society, etc.), to define the institutional strategies and actions for development and improvement of meteorological, hydrological and climate services;

- Coordinate a national workshop for the validation of INAMET's NSP with relevant authorities and consolidate the final NSP document integrating comments and suggestions.

Elaboration of a draft National Strategic Plan and related documents:
- Draft a chapter with the relevant strategic objectives to develop (hydro) meteorological and climate services by INAMET, and provide an action plan 2025-2030 with associated activities, timelines, estimated budgets, partners involved. This should include proposed methods for risks, monitoring, and evaluation procedures;

- Identify the various resources (human, financial, technical, institutional) required for the implementation of the activities listed in the action plan and provide the corresponding resources mobilisation options, as well as the required organizational changes in case of;

- Assist the Director General of the Environment Department (MALFEE) in preparing the official documents requested for the adoption of the INAMET's NSP strategic plan by its future governing body and support him in defining the national strategies for the consolidations of an NHS.

DELIVERABLES AT THE END OF THE CONTRACT:

The consultant will provide the following deliverables to WMO:
- December 2024: an initial report, including synthesis of conditions in meteorological, hydrological, and climatological services in Equatorial Guinea, synthesis of collected references, a plan for the consultation workshop and meetings;

- February 2025: Drafts of the strategic plan and action plan 2025-2030;

- End March 2025: Final report, including a validations workshop report and the deliverables in line with the activities of section 3.
QUALIFICATIONS
Education
University degree in business, management, public relation or other relevant field.
Experience
More than 5 years of experience in areas related to strategic planning or implementation.
Other requirements
- Knowledge of climate, meteorological and hydrological services will be appreciated.

- Experience on the creation of actions plans for development of economics sectors in Equatorial Guinea.

- Excellent communication skills and ability to work in a teambuilding environment, including remote connectivity.

- Proactive and proof of well-structured reporting.

- Availability to participate to onsite and online meetings and to perform the task.
Languages
Excellent knowledge of Spanish and English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
