Global Climate Observing System (GCOS)

DUTIES AND RESPONSIBILITIES
GCOS prepares regular reports on the state of the global climate observing system (Status Report) and submits them to the United Nations Framework Convention on Climate Change (UNFCCC). GCOS is going to publish its next Status Report in February 2027, in time for its consideration in the Global Stocktake process. Exceptionally, GCOS is going to publish the Implementation Plan, which presents the actions to be undertaken to address the gaps identified in the Status Report, at the same time. The Implementation Plan will contain a small number of urgent actions to be undertaken in the next few years.
DUTIES AND RESPONSIBILITIES
The purpose of the consultancy is to draft, review and finalize the next GCOS Status Report and to contribute to the drafting of Implementation Plan, according to the Terms of Reference.
The consultant will perform the following tasks:
- Provide a first draft for all chapters of the Status Report.
- Manage the review of these chapters, in consultation with the GCOS Panel Experts and Chairs.
- Provide a finalized version of the GCOS Status Report ready for publication.
- Contribute to the draft of the GCOS Implementation Plan.
DELIVERABLES AT THE END OF THE CONTRACT
- 31 May 2026: Draft of selected chapters of the Status Report as specified in the ToR.
- 31 August 2026: Final draft of the complete Status Report for public review.
- 15th January 2027: Finalized Status Report, ready for publication. QUALIFICATIONS
Education
Master's degree or equivalent in climate science, oceanography, earth, physical or natural sciences, or a closely related field.
Experience
At least 10 years of combined national and international experience in managing and developing scientific programmes; experience in climate observations and monitoring. Experience in synthesising and presenting information. Experience in climate policy development will be an advantage.
Other requirements
Excellent organizational, communication, presentation, writing, interpersonal and analytical skills. Ability to draft reports, correspondence and documents clearly and succinctly. Availability during the proposed period. The consultant must attend the GCOS Joint Panel Meeting (UK, 9-13 February 2026), and an additional meeting in Geneva in Q4 2026. Travel support to attend meetings
will be provided.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed fee: Band C: 390-560 USD per day depending upon experience, knowledge and skills.
