Organizational Unit

Group on Earth Observations Secretariat (GEO) WMO is committed to achieving diversity and a balanced workforce. DUTIES AND RESPONSIBILITIES

The Group on Earth Observations (GEO) and partners are developing the Global Ecosystems Atlas (the Atlas), an open, co-created public good consolidating ecosystem maps and AI-enabled layers to deliver consistent, comparable information on location, condition and change of ecosystems. In Phase 1 (2025โ€“2026), communications will build visibility, early user engagement and institutional/public support across audiences including CBD Parties and private sector. Applying the COMBI (Communication for Behavioural Impact) approach, this consultancy will support the Atlas Content & Multi-Platform Communications Consultant to design and deliver an integrated campaign strategy moving audiences from awareness to action. The consultant will plan and implement a 12-month series of Atlas campaigns, culminating in a major campaign at CBD COP17 in 2026, coordinating partner and channel activations.

CAMPAIGN STRATEGY
- Develop a detailed 12-month Atlas campaign strategy with objectives, audiences, key messages, tactics, timelines and KPIs.
- Identify hooks for campaign moments; deliver 3 mini campaigns (one/quarter) plus a priority campaign.
- Each mini campaign: 5 social posts, 1 short reel, 1 blog, partner content pack, 3 graphics.
- Define governance/approval flow.
- Produce a partner activation toolkit (copy blocks, slides, one-pagers).
- Maintain rolling editorial calendar aligned with communications strategy.

PRIORITY CAMPAIGN: ATLAS CHAMPIONS
- With Atlas team, design and execute campaign engaging officials from proof-of-concept countries as peer-to-peer Atlas champions.
- Deliver audience mapping, objectives, narratives, channels, metrics.
- Establish consent approach for on-record use.
- Build content pipeline/schedule tied to convenings.
- Prepare briefing docs, talking points, questionnaires.
- Outputs: 8โ€“12 testimonial clips, 12โ€“15 quote cards, 1 compilation reel, 1 press sheet, 30โ€“40 social posts, campaign webpage, feature article, partner content package.
- Produce performance analysis and final report with lessons learned.

MEASUREMENT AND REPORTING
- Create measurement framework/dashboard (metrics, reach, engagement, sentiment, conversion, amplification).
- Deliver quarterly performance reports (PDF/deck) with insights/recommendations.
- Produce final impact report on 12 monthsโ€™ performance with next-step advice.

TEAM ENGAGEMENT
- Weekly 30-minute check-in and team meetings.
- Fortnightly risk/dependency log.
- Two review rounds on all content/assets.

DELIVERABLES
1. Campaigns strategy โ€“ 12-month Atlas campaign plan aligned with Atlas Communications Strategy, including objectives, audiences (CBD Parties, private sector), messaging, channels and KPIs.
2. Partner activation programme โ€“ Calendars, toolkits and content packs for consistent co-branding and amplification via partners.
3. Campaign execution โ€“ Delivery of priority campaign, mini campaigns and moments tied to key events (IUCN WCC, CBD dialogues, COP17), across social, web, media, events.
4. Supporting content โ€“ Creative production of hero video, testimonials, infographics, animations, ensuring quality, accessibility and brand alignment.
5. Measurement โ€“ Metrics, dashboards, reporting cadence, A/B tests, optimisation and data-driven adjustments.
6. Internal coordination - Coordinate with country engagement and partnerships teams to ensure campaign touchpoints support bilateral outreach and stakeholder priorities; develop tailored materials as needed.
7. Reporting - Produce quarterly status updates and a final results report with insights and
recommendations for Phase 2.
QUALIFICATIONS
Education
University degree in communications, journalism, public relations, international relations or a related field; advanced degree an asset.
Experience
Minimum 5-7 years' experience leading integrated campaigns in an international context; proven track record mobilising institutional partners; experience in environment, climate or biodiversity communications preferred; experience planning/activating campaigns at major multilateral events preferred.
Other requirements
Campaign strategy, audience segmentation, message development; partner/coalition activation; content commissioning and creative direction; strong digital literacy (social platforms, analytics, A/B testing, dashboards); excellent writing and editing; stakeholder management; familiarity with CBD/GBF, TNFD/SEEA EA and Earth observation concepts; ability to work independently and as part of a distributed team; vendor management and budgeting.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
