Organizational Setting

The Division of Budget and Finance (MTBF) manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.
The Finance and Accounting Section (FAS) maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States.
The Accounts Payable Section (APS) is responsible for processing payments to suppliers and other contractors, payments of salaries and other benefits and entitlements to staff and other payments in respect of financial obligations of the Agency.

Main Purpose
ย
The IAEA's financial statements are prepared based on the International Public Sector Accounting Standards (IPSAS) as issued by the IPSAS Board (IPSASB). For the preparation of the financial statements, MTBF conducts regular cleanup of GL accounts and prepares for the year end closure.
In order to be better prepared for the future closures and audits, there is a need to cleanup historical and residual balances in certain GL accounts.
Under the general guidance of the Unit Head, General Accounting Unit and Section Head, APS, the Consultant will assist with the review and cleanup of GL accounts.

Functions / Key Results Expected
ย
Under the general guidance of the Unit Head, General Accounting Unit, the Consultant will:
Analyse residual balances
Identify corrective actions
Reconcile and clean-up the suspense and clearing accounts under the ownership of the General Accounting Unit.

Under the general guidance of the Section Head, Accounts Payable, the Consultant will:

Reconcile and clean-up the following GL accounts:
A/R ASHI Recovery from Retireesย ย
A/R Retiree Suspense from Pension Fund
Payroll Final Entitlement account
Payroll AP Clearing Accountย
Review the current status of balance sheet accounts under the responsibility of the Accounts Payable (AP) Section and recommend more efficient approaches for the regular reconciliation of high-volume Accounts Payable, Accounts Receivable, and Payroll clearing accounts.

Qualifications and Experience
ย
University degree in Finance, Accounting, Business Administration, or a related field
Certification (or progress towards certification) in a related field (Chartered Accountancy, Certified Public Accountancy, ACCA, etc.) certification is required;
Minimum of 1 year of relevant work experience;
Excellent computer skills in MS Office applications, especially Excel;
Good communication skills both written and oral; and
Experience with Oracle or any other ERP systems.

Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of โฌ 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
