South East Asia Multi-Country Office (EAPMCO)
The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Mekong, and EAPMCO Philippines.
In 2024, the UNOPS EAPMCO implemented projects worth more than USD 80 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.
The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.
UNOPS in Papua New Guinea
The EAPMCO Papua New Guinea was established in early 2020 to support the implementation of design and construction of infrastructure, sustainable procurement, capacity development to support technical and governance excellence, programme management, and to facilitate access to funding sources in Papua New Guinea.
As an established office since 2022, EAPMCO PNG is demonstrating significant growth and portfolio diversification potential in a short period of time. Working with an increasing number of development partners, in 2023 EAPMCO PNG is quickly being recognised as a responsive and quality partner in climate change resilient infrastructure, sustainable procurement and governance support to the Government of PNG in its service delivery obligations to the people. There are a number of projects currently in the pipeline which will expand the portfolio of existing projects for the office.
Project Background:
The PNG WASH Project is a EU funded initiative jointly implemented by the United Nations Childrenโs Fund (UNICEF) as the lead implementing partner and the United Nations Office for Project Services (UNOPS) as a technical implementing partner. In line with the PNG National Water, Sanitation and Hygiene Policy (WaSH) 2015 - 2030, the proposed Action aims to contribute towards improving the quality of life of Papua New Guineans through increased access to and utilization of safe, adequate and sustainable water supply, sanitation and improved hygiene practices in locations with high population concentrations (hospitals, schools, and major market places). The Action aims for: increased equitable access to safe, convenient and sustainable water supply and sanitation and improved hygiene practices; as well as long-term hygiene behavior change at the personal, household, community and institutional levels particular to urban areas that are currently under-served, in line with the national WASH policy.
The project specific objectives are (1): Improved equitable access to safe and affordable drinking water in selected urban areas, focusing on vulnerable groups and locations of higher human concentration (schools, healthcare facilities, markets) and (2): Improved adequate and equitable sanitation and hygiene in selected urban areas, with a special focus on locations of higher human concentrations (schools, healthcare facilities, markets) and paying special attention to the needs of women and girls and those in vulnerable situations, including improved nutrition for children in schools.
The project complements the EU and UNICEFโs ongoing WaSH work under the WaSH-1 project, and COVID-19 response. This present Action (WaSH - Part II) has been designed to develop new water and sanitation services in the Banz Town that reiterate sustainability of results, currently being implemented by the EU and UNICEF, further consolidating WaSH related interventions expanded on a wider scale
Construction Management Engineer role
The Construction Management Engineer (Construction Supervisor) will report to the Project Manager and work collaboratively with the designated UNOPS Engineers and be responsible for overseeing the construction phase of the Supply, Installation and Construction of Banz Town Piped Water Supply and Water Treatment Facility in Jiwaka Province, Papua New Guinea.. He or she will also be responsible for coordinating the testing and commissioning of the water treatment facility. This role involves providing technical support, ensuring quality and timely project delivery, and maintaining compliance with project design standards and regulations.

Prepare and submit comprehensive site progress reports to the Project Manager. Participate in site coordination meetings and prepare meeting minutes. Provide support in documenting project challenges and lessons learned. Contribute to knowledge transfer and training of project team members. Adhere to UNOPS construction and engineering best practices, environmental management standards, and health and safety regulations. Management of the vehicle assigned to the project for business use; ensuring safe operation and maintenance of the project vehicle in accordance with UNOPS SOP, and in coordination with the Admin / transport focal point based in Port Moresby. Impact of Results

Education:
Advanced university degree (Masterโs degree or equivalent) in Civil Engineering, Construction Management or a related field is required A first university degree (Bachelorโs degree or equivalent) in the above-mentioned field or related field with 2 (two) additional years of relevant experience may be considered in lieu of an advanced degree or higher degree.
Experience:
A minimum of two (2) years of relevant professional construction related experience in site construction management, construction project supervision or related field in combination with an advanced university degree is required. Experience in project management and supervision of construction projects in the highlands region of PNG is an asset. Current membership in the PNG Institute of Engineers or PNG Institute of Builders is a strong asset. Good working knowledge of the Building Regulation 1994, Architect Regulation 1992, Professional Engineers Regulation 1988, and the National Procurement Act 2018 (amended in 2021), along with the Good Procurement Manual is an asset. Experience in managing FIDIC contracts is desired. Proven experience in managing and coordinating design and construction of water and sanitation (WASH) projects is an advantage. Proven experience in Solar PV Installation or Off-grid Solar Power System installation is an advantage. Experience in the production of drawings, BOQs, specifications and design reports is an asset. Experience in working with government agencies, international organizations, and other stakeholders involved in water and sanitation (WaSH) projects is an asset.
