Project Context and Scope
Building on the completed needs and gap assessment of Afghan nationals in Albania, there is a pressing need to strengthen the institutional and operational capacities of key actors responsible for migrant integration. The training will focus on addressing the identified service provision and policy gaps, ensuring inclusive and rights-based approaches, and equipping stakeholders with tools to support Afghan migrants more effectively. Expected outcome include enhanced knowledge about applicable legislation and the duties of local administration in the field of migrant integration; increased cultural awareness by service providers; a draft workplan with proposed solutions to some of the gaps.ย ย This activity contributes to Outcome (2) of the project:
The recent Evaluation Assessment Report on the Needs and Integration Gaps for Afghan Nationals in Albania (2025) underlines that the long-term integration of migrants cannot be achieved without strengthening the capacities of central and local institutions. While Albania has shown solidarity in hosting Afghan families, the report finds that many of these families are losing contact with institutions and services altogether, as there is currently a critical absence of structured support mechanisms at both national and municipal levels. This lack of institutional engagement risks pushing vulnerable communities into deeper isolation and dependency, undermining Albaniaโs humanitarian commitments.
Capacity-building is therefore priority focused on integration support for vulnerable migrants, building on the experience of the case of Afghan evacuees in Albania. The needs include stable housing, healthcare, education, and employment pathways. Yet municipal social service departments, education and health offices, and employment agencies do not have the tools, training, or resources to provide adequate support. Similarly, central institutions lack specialized expertise and coordination frameworks to translate legal and policy commitments into concrete, actionable solutions. As emphasized in the summary of findings, policy reforms will only succeed if they are matched with strengthened institutional skills, resources, and coordination capacities.
At the same time, this intervention must be viewed not only as a response to the needs of Afghan familiesโmany of whom are in the process of leaving Albaniaโbut more importantly as a forward-looking investment in Albaniaโs institutional readiness. Strengthening the capacities of ministries and municipalities today will prepare Albania to respond more effectively to future migration and displacement situations, ensuring that systems are in place to deliver inclusive, culturally sensitive, and rights-based services to any group in need.
Therefore, capacity-building initiatives are critical to:
Enable central government officials to adapt laws and policies into practical, enforceable frameworks for migrant integration. Equip municipal staff with the skills, tools, and resources to deliver frontline services in housing, education, healthcare, employment, and social protection. Introduce cultural sensitivity, trauma-informed approaches, and non-discrimination principles across institutions. Establish coordination mechanisms that connect central and local institutions with NGOs and international partners to avoid service gaps. Build sustainable systems that enhance Albaniaโs resilience and preparedness for future migration flows, beyond the immediate Afghan context.In essence, capacity building is not only a humanitarian necessity for Afghan families currently in Albaniaโit is a strategic investment in Albaniaโs ability to manage migration challenges in the years ahead.
The consultant will also be responsible for preparing a knowledge assessment report measuring the participantsโ level of knowledge before and after the training. A pre-training questionnaire to be developed by the consultant will be distributed at the very beginning of the consultancy in order to identify participantsโ baseline knowledge and specific needs. The findings of this assessment will be used to ensure that the training module is tailored to address these needs. The consultant will deliver training. At the conclusion of the training, a post-training questionnaire will be administered to measure knowledge gained and the effectiveness of the capacity-building intervention.ย

Tasks to be performed under this contractFirst deliverable โย Desk Review of existing assessment, reports, and conduct pre-Evaluation questionnaire including Training Needs Report and Draft Training Module. Design of Training Program including drafting training plan, agenda and outline tailored to different stakeholder groups participating (e.g., government, NGOs, service providers together to enhance cooperation between structures and stakeholders), including learning objectives, session outlines, methods, materials, and evaluation questionnaires.
Deliverable potentially due by 17 November 2025 [30 working days] - First Installment Paymentย
Second deliverableย โ Develop final training agenda and logistics plan for 3-day training in coordination with IOM and stakeholders. Delivery of 3-Day In-Person Training Workshop in Tirana including participant list, pre/post evaluation forms, training materials and PowerPoint presentations. Finalization of Training Module and Reportย in English and Albanian and final consultancy report summarizing delivery, outcomes, feedback, and recommendations.
