Background

This vacancy is for different positions in the following OSCE Support Programme for Ukraine (SPU) components and projects:
1) Human Security - \"Strengthening Capacity of National Stakeholders to Combat Gender-Based Violence, including Domestic Violence in Ukraine\";
2) Rule of Law and Human Rights - \"Supporting the Development of Effective Tools for the Prevention of Corruption and Enhancing Anti-Corruption Compliance in Ukraine\".

The OSCE SPU has been established in order to continue supporting the Ukrainian Governmentโ€™s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the governmentโ€™s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCEโ€™s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraineโ€™s comprehensive security is enhanced in line with the OSCE commitments.

The posts are financed from the extra-budgetary SPU projects under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC) and are subject to the availability of funds, as well as the extension of the projects' duration. The SPU is planned to run until 31 December 2028.

Please note that the posts are located in Kyiv, Ukraine. Alternative working arrangements are provisionally in place.

Tasks and Responsibilities

The incumbents report to the Senior Communications Associate (G7), while the Associate Programme and Project Support Officer (P1) acts as the second-level supervisor. The incumbents are tasked with the following:

Managing day-to-day visibility-related operations within the respective projects, including providing contribution to planning of Programmeโ€™s communications; preparing draft communication products for various channels (social media, website, blogs and articles, video stories), ensuring updates to contents of project web-pages. Providing communication support to event management including ensuring visual identity component in handouts, presence of banners and flags and other elements in line with the OSCE and donor requirements, preparation of talking points and thematic briefs for management. Administering communication-related consultancy workflow, including preparation of ToRs, drafting Consultancy Selection Reports, Consultancy Invoices, and other related documentation. Contributing to Programmeโ€™s reports, ensuring quality of visibility annex to project reports. Supporting Programmeโ€™s communication team in the following areas of expertise, as requested: providing assistance to visual design of communication products, developing templates; working with social media channels (Facebook, YouTube and other channels as required), managing promotion campaigns, ensuring targeted advertising of content; copyrighting skills for production of feature stories, including video-stories; interviewing stakeholders. Acting as a Replacement of the Senior Communications Assistant/Communications Assistant of other components. Performing other related duties as required.

Necessary Qualifications

Completed secondary education supplemented by formal training or studies in communications/media/journalism or project management. A minimum of 5 years (four with a first-level and three with a second-level university degree) of working experience in delivering creative content as a copywriter or content manager (text, image, sound and video) for social media, preferably in an international environment. Experience in at least one of the following roles:
a) visual designer of communication products, including the development of templates;
b) social media manager (e.g., Facebook, YouTube, and other platforms as required), including management of promotional campaigns and targeted advertising;
c) copywriter โ€“ responsible for producing feature stories (including video stories) and interviewing stakeholders. Experience drafting texts clearly and concisely in Ukrainian and English. Experience in working with journalists and other media professionals would be an asset. Excellent oral and written communication skills in English and Ukrainian. Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet; knowledge of communication related software (e.g. graphics design, photo or video editing) would be an asset. Skills in photography and/or videography would be an asset. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

Monthly remuneration, subject to social security deductions, is USD 1,641 as per the relevant OSCE salary scale. The salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
