UNOPS has been present in Bangladesh since 2003. In 2014, UNOPS was established as a formal representation to the UNOPS Executive Board to provide substantial support to the Government of Bangladesh and other clients in the different areas focusing on Resilient Infrastructure, Program & Project Management, Fund Management, sustainable Procurement, Human Resources, Financial Management emphasising on building national capacities, improving the resilience of communities with a view of contributing to the implementation of the SDGs.

UNOPS Bangladesh has recently signed a Joint Programme (JP) with UNDP for SDG Localization. The JP will work towards developing the capacity of the Upazila (sub-district) level SDG Implementation and Coordination Committee (USICC) in two selected Upazilas and six unions. Capacity development support will be provided to develop robust, community-led, and gender-sensitive action plans serving local priorities, to mobilize necessary resources for implementation, and use disaggregated data in monitoring the localization progress. These activities will contribute to the accelerated implementation of SDGs at the local level and facilitate evidence-based decisions so that they can efficiently serve the most vulnerable population. At the end, the fully functional empowered USICC will lead to the development of a replicable SDG localization model, incorporating digital transformation strategies. Localizing the SDGs through the JP will require awareness-raising, advocacy, and the preparation of local and regional level governmental agencies, along with policy consensus and coordination among various sectoral stakeholders to achieve the SDG goals. The JP will first contribute to creating an enabling environment (legal and political frameworks, decentralization of power, capacity building of local government institutions, and transfer of funds from the central government to local governments) imperative for localizing SDGs. Secondly, it will foster the participation of local communities and civil society in its implementation, leveraging digital tools and platforms. Thirdly, it will contribute to bridging the resource, capacity, and coordination gaps of local stakeholders to effectively participate in SDG implementation, utilizing digital transformation to streamline processes and enhance collaboration.

The Communication Assistant will work under the guidance and supervision of the Partnerships Officer and report to the same. S/He shall assist in developing and implementing communication-related materials, which include preparing a wide range of written articles and materials, concept papers and presentations, social media, and audio/video materials for local and international audiences. Key responsibilities for this position include communication, branding, and promotion.

Functional Responsibilities

Under the direct supervision of the Partnerships Officer, the responsibilities for this position will be in the following areas:

1. Communication Materials Development assistance

  • Provide routine assistance in the development of communication materials (audio-visual, web and print) in consultation with CO staff;

  • Provide support in improving the correct use of project/ CO brand on audio-visual, web and print content;

  • Assist in the development of presentations, news releases, and publications relevant to the organisation of meetings and workshops, including support in the organisation and minutes preparation of the meeting, workshop reports, and briefings;

  • Assist in the development of a common brand identity for the SDG Localization project across all communication channels;

  • Support the development of video tutorials and other audio-video materials that are part of the overall communications strategy of the project/CO;

  • Assist in preparing well-expressed, well-designed, and accurate articles with the help of effective concepts and approaches.

    2. Content Management support

    • Continuous maintenance of the communication-related archive document databases (share-drive and online), including OneUNOPS platform, ensuring that the content is accurate, relevant and up-to-date;

    • Maintenance of the Country Office presence on social media platforms, including Facebook, Twitter, and the website;

    • Continuous maintenance of the officeโ€™s photo archive and selection of appropriate graphics/images for inclusion with written content;

    • Assist in the maintenance of the website (if required) of the CO by ensuring that all published content is kept accurate, relevant, and up-to-date.

      Education/Experience/Language requirements

      Education:

    • Secondary school education is required;

  • University Degree (Bachelor's or Masterโ€™s degree) in communications, journalism, media relations or relevant disciplines is an asset and may substitute some of the required years of experience.

Certification in communications and community engagement, along with reporting is desirable.

Experience:

A minimum of four (4) years of relevant experience in communication, community engagement, reporting and/or related fields in combination with a Secondary school education is required

Experience in communication, report writing, and community outreach activities is an asset.

Experience in using computers and office software packages (MS Office, Google Suite) is required.

Experience in using communications-related design applications (Adobe, Canva, etc), is an advantage.

Experience in using digital communication tools, video, and photography is an asset.

Experience in producing a diverse range of communications products including brochures, reports, slide decks, factsheets, videos and BCC/IEC materials is desirable.

Language Requirement:

Full working knowledge of English is required.

Fluency in written and oral Bengali is required
