Mission and objectivesUNDP has been working across Afghanistan for more than 50 years on challenges related to climate change and resilience, gender, governance, health, livelihoods and rule of law. Guided by the government and its Development Councils, our work is fully aligned with the Afghanistan National Peace and Development Framework and National Priority Programmes, and is carried out in close coordination with partner UN agencies under the One UN Framework. As the UNโ€™s development network, we connect the Afghan government and people with the resources and information they need to drive their own development according to their own priorities, as well as to achieve the Sustainable Development Goals.

Context Following the power shift in August 2021, the situation for the country remains largely uncertain and fragile, with approximately seventy percent of the population facing multifaceted vulnerabilities affecting their well-being, human security and long-term development while nearly a third of the population are estimated to be acutely food insecure. Over the recent years, the international assistance has played a vital role in averting a socioeconomic collapse by providing lifesaving, resilience-building and livelihoods-sustaining assistance to millions of people, hundreds of critical healthcare and educational centers, and tens of thousands of small and medium enterprises, often owned and managed by women. Nevertheless, the humanitarian challenge in Afghanistan, which is one of the biggest in the world, and basic human needs and priorities remain extremely high. In 2024, 95 percent of the households experienced at least one shock of an economic or natural disaster nature such as floods, droughts and others. To help tackle the pressing challenges for enduring livelihoods and climate resilience, UNDP is designing fit-for-purpose portfolios of programs to create new livelihoods, income opportunities, basic services and to build resilience against climate-induced natural calamities that continue to haunt millions of households in the country. Afghanistan remains one of the most gender-unequal countries in the world, with women facing systemic challenges hindering their access to education and employment opportunities in the public sector and restricting their participation in public life. UNDP remains committed to women's empowerment through capacity-building initiatives, livelihoods and self-employment/ employment support, enhancing gender-responsive decision-making at community level, and supporting local communities to include women, in line with UNSCR 1325 (Women, Peace, and Security). The Communications Unit implements the UNDP corporate communication strategy, designs, manages, and facilitates the implementation of the UNDP Afghanistan communication and publication strategies with a view to influence the development agenda, to promote public and media outreach, and to mobilize political and financial support for UNDP. The Communications team works closely with Programme, Operations, projects and the Regional Project Offices, as well as with the United Nations Assistance Mission in Afghanistan (UNAMA) and UN Communication Group in Afghanistan. The unit is in close contact with the UNDP Communications Group staff (Regional Communications Adviser and headquarters), international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society to ensure a successful UNDP communication strategy implementation. The Communications and Partnership Analyst supports the work in these areas. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of the interconnected nature of development risks and crises that the world is facing and that calls for assembling of multidisciplinary teams for an integrated and systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

Task DescriptionUnder the overall guidance of the Resident Representative and the direct supervision of the Communications Specialist (head of unit), the Communications and Partnership Analyst will undertake the following tasks: Communications: โ€ข Support implementation of the Country Officeโ€™s Communications/Partnership Action Plan. โ€ข Develop and curate impactful content, including reports, infographics, and presentations that highlight success stories, lessons learned, and community impacts in a well-researched, data-driven manner. โ€ข Assist in the development and editing of video stories, photobooks, social media cards, among other materials, in coordination with programme colleagues. โ€ข Organise the monthly communications cluster meeting with regional communications personnel and coordinate action points and follow-ups. โ€ข Collaborate closely with regional communications focal points in the field and programme teams to develop and execute communication strategies that resonate with target audiences. โ€ข Integrate results with thematic relevance from multiple projects to communicate broader, impactful outcomes, supporting a portfolio-based approach. โ€ข Create engaging multimedia content for social media platforms to increase audience engagement and reach. Monitor social media handles for trends, feedback, and audience interaction, adjusting strategies as necessary. โ€ข Plan and execute internal and external events (e.g., workshops, conferences, community outreach) when required to support UNDPโ€™s visibility and advocacy efforts. โ€ข Maintain relationships with local and international media, subject matter experts etc. โ€ข Perform any other duties as guided by the head of unit. Partnerships: โ€ข Support in the development and maintenance of partnerships, identifying and cultivating relationships with non-governmental entities, including private sector companies, development funds (notably key vertical funds for climate finance) and philanthropic organizations. Stay abreast of the latest trends and opportunities within the country/region. โ€ข Maintain relationships with UN agencies, donor communities and other relevant stakeholders, working to diversify partnerships and forecast demands in collaboration with programme and operation units. โ€ข Gather donor intelligence and assist in researching their needs, priorities, and funding patterns to enhance the officeโ€™s strategic engagement efforts. โ€ข Analyze and visualize data to inform strategic engagements and provide recommendations based on data trends. โ€ข In consultation with the Head of Unit, support national and local talent outreach by identifying and consolidating partnerships with various entities, including universities, NGOs, youth networks, research centres and professional associations. โ€ข Provide coordination support during high-level missions, and prepare mission plans, talking points and briefing notes. โ€ข Perform any other duties as guided by the Head of Unit.

Living conditions and remarksThe UN Volunteer will be living within the UN-protected compound (UNOCA) in Kabul. Accommodation will be provided by UNDP.
