Result of ServiceThe consultant will contribute to the following CTCN PALO objectives and deliverables: โข Strengthening the collaboration with the Green Climate Fund (GCF) Secretariat under the UNFCCC Financial Mechanism in the preparation of GCF concept notes and Project Preparation Facility (PPF) applications; โข Enhanced capacities of National Designated Entities (NDE) of the CTCN across Asia and the Pacific along with other stakeholders on climate adaptation and mitigation technologies, including community-based technological solutions in communities at risk of conflict due to climate change impacts; โข Facilitation of awareness raising, identification of Collaborative Research, Development and Demonstration (RD&D) needs and potential RD&D projects, and support in preparing the establishment of twinning arrangements โข Effective support for global processes related to the provision of Technical Assistance including management of the Technical Assistance under the collaborative RD&D initiative โข Effective implementation of regional collaborative activities and exploration of partnership opportunities; Work LocationIncheon City Expected duration12 months Duties and ResponsibilitiesThe CTCN is the operational arm of the UNFCCC Technology Mechanism. It is hosted by UNEP. The mission of the Climate Technology Centre and Network (CTCN) is to stimulate technology cooperation and to enhance the development and transfer of technologies to developing countries. The CTCN Partnership and Liaison Office (CTCN-PALO) in the Republic of Korea is set up to enhance climate technology development and transfer and to strengthen the linkages between the CTCN and the Green Climate Fund (GCF) and between the CTCN and other entities working on climate technologies that are based in the Republic of Korea. The Office also serves as a Centre of excellence for collaborative RD&D on climate technologies. A consultant is required to support CTCN in the operationalization of the work of the CTCN Partnership and Liaison Office (CTCN-PALO). The consultant will also upscale the work of the CTCN through stakeholder engagement and will continue to provide support to more countries towards transformational long-term climate actions, in particular through supporting the activities of CTCN-PALO. The consultant will report to the Head of the CTCN PALO and work in close collaboration with the CTCN Director and other CTCN team members. He/She will undertake the following tasks and responsibilities: Technical assistance โข Act as focal point to ensure sound coordination and high quality of technical assistance responses delivered by the CTCN in Asia and the Pacific โข Contribute to the operation of the Technical Assistance bidding process and provide inputs for the technical evaluation of the bids. โข Review and evaluate technical assistance-related requests submitted by countries to the CTCN and provide recommendations on request eligibility, refinement and response development; โข Provide support in design, coordination and implementation of the technical assistance response plan to the NDEs, and provide technical input as needed; โข Review the work of the Implementation Team and ensure its compliance with work plan timelines and deliverable schedules for TAs; โข Assess the quality of deliverables provided by the implementing partner of the TA, including workplan, M&E plan and completion reports, and provide technical and financial feedback โข Support management of the Technical Assistance under the probono support provided by the Korean government (K-probono TA); โข Contribute to the analysis TA portfolio in relation to Technology Needs Assessments (TNA), Nationally Determined Contributions (NDC), National Adaptation Plans, and other relevant national plans Collaboration with GCF โข Identify potential technical assistance projects that could be upscaled for accessing finance under various GCF modalities (e.g. Readiness, PPF) โข Contribute to the preparation of documentation for concept notes, project proposals, and other required documentation, as required โข Enhance the relationship between the CTCN and key donors, such as the GCF and the Korean government Collaborative RD&D โข Facilitation of awareness raising, identification of Collaborative Research, Development and Demonstration (RD&D) needs and potential RD&D projects โข Implement all necessary actions to operate the cRD&D TAs, ensuring that all outputs and activities defined under each of the cRD&D TAs are implemented as defined in respective contracts โข Support the preparation of twinning arrangements Capacity Building, Knowledge sharing, and Engagement โข Support regional capacity-building events through the provision of technical insights and organizational support; โข Contribute to knowledge management and communication activities of CTCN on climate change mitigation and adaptation technologies, including webinars, web-based training sessions and publications โข Identify and strengthen relations with potential key partners, network members, relevant institutions to facilitate the development of project ideas documents, concept notes and project proposals for submission to programmes or funding entities โข Review and provide regular reporting related to the implementation of the signed programmes to all respective donors Other tasks โข Provide relevant substantive inputs to CTCN Advisory Board, Technology Executive Committee and UNFCCC Parties, as required โข Contribute to the formulation of CTCN Programme of Work, Annual Operating Plans โข Contribute to the development of the PALO Annual Work Programme and Annual Narrative Report and other reporting requirements for the Korean government; โข Other tasks as directed by Head of CTCN PALO or Director of CTCN Qualifications/special skillsAdvanced university degree in (Masterโs degree or equivalent) in international development, engineering, technology, environmental science, public policy or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 6 years proven expertise in climate change and sustainable development, adaptation and mitigation programmes at management level and evaluation methodologies. Thorough understanding of the UNFCCC, GCF, SDGs, the Paris Agreement and other relevant international agreements. At least 4 years of project management experience in developing country situations and preferably within the UN system is desirable. Proven experience in the management of data, information, knowledge and the creation of knowledge (intellectual) capital, knowledge sharing, effective communications, methods and strategies. Demonstrated expertise in convening stakeholder consultation and participatory approaches to project development with excellent interpersonal and facilitation skills. Understanding and experience with UN Programmes, their development and implementation activities is an asset. Experience working with governments in developing countries is desirable LanguagesFluency in written and spoken English is required.
