Plan Internationals Response

In anticipation of accessing a fund to respond to the El Niรฑo phenomenon prioritization criteria have been established to identify potential beneficiary countries

These criteria encompass impact assessment needs vulnerability as well as the response capacity of the country offices COs and the scalability of humanitarian funds The willingness of countries to receive support is also considered

In this context Plan Interantional will intervene in

Central America

Create a central unit leading and overseeing the implementation monitoring and evaluation of current contingency plans carried out by the COs in Guatemala El Salvador and Honduras

Coordinate with other humanitarian agencies and national and local authorities involved in the response to the El Niรฑo phenomenon

Organize coordination and harmonization actions for Plan International's humanitarian response among the three countries

Represent the organization in communications with donors and National Offices NOs to promote new fundraising proposals that complement and expand the humanitarian response to the El Niรฑo phenomenon in the subregion

Design and implement a visibility strategy for Plan International in relation to the response ensuring adequate mainstreaming and application of a gender perspective with special attention to the specific needs of girls

South America

Equitably distribute the remaining funds for direct implementation among the COs of Peru and Bolivia or Peru and Ecuador

This approach aims to maximize the utilization of current financial resources in each country enhance the humanitarian response in the countries with the highest levels of risk and impact in both subregions which also face similar humanitarian challenges and needs Furthermore it enables the continuation of preparedness and early response actions developed in the framework of the response to the hurricane season eg Central America and during extended periods of rainfall and flooding eg South America These actions also align with the scenarios of drought and human mobility that will be accentuated with the arrival of the El Niรฑo phenomenon in both subregions

The initial duration of the deployment will be 6 months The deployment start date will tentatively be as soon as possible

TECHNICAL EXPERTISE SKILLS AND KNOWLEDGE

Essential

Significant experience in leading humanitarian operations in a range of different contexts for example conflict mixed migration disease outbreaks rapid onset crises protracted crises

Demonstrable understanding and proven practical experience of adhering to humanitarian values and principles humanitarian charter International Humanitarian Law Red Cross code of conduct and Sphere Minimum Standards

Proven successful fundraising skills from a diverse range of funding sources

Demonstrable experience of engaging in national level humanitarian coordination mechanisms such as HCT

Significant experience of developing and maintaining a network of key stakeholders across Government National civil society organizations United Nations INGOs Donors Embassies Academic Institutions

Proven experience of exercising leadership functions with increasing responsibility in an international environment related to development

Proven understanding of child rights and gender in development concepts and the promotion of girls rights in the context of relevant International Conventions Convention of the Rights of the Child Convention for the Eradication of Discrimination against Women and the Global Goals SDGs

Experience and understanding of the concepts of sustainable community development and participatory approaches and practice in development interventions

Knowledge of the requirements of donor compliance and financial management

Knowledge of programming in challenging environments with good understanding and appreciation of the historical security context political environment economic socialreligious and humanitarian context in Peru or a comparable environment

Proven skills in the development and management of effective and motivated teams including distance management

Excellent English and Spanish written and verbal communication skills

Strong diplomatic and communication skills including through massmedia to influence decisionmakers and key stakeholders

General ability to manage stress in insecure contexts

Desirable

Relevant University degree in development social science business administration or related field

Knowledge of the geopolitical factors affecting childpoverty in the country and the political social and environmental opportunities for change is an advantage
