To support countries in achieving the goals set in their NDCs, the Multilateral Development Banks committed to improve their financial support to climate change, including the IDBG. The following years are key as the IDBG will need to boost its efforts to deliver on the climate targets especially as a core objective of its new Institutional Strategy is addressing climate change. In the Corporate Results Framework 2020-2023 the IDB committed to a set of more ambitious climate goals, in particular the 30% climate finance of all volume approved by the IDB annually, 65% of projects contributing to climate change mitigation or adaptation during 2021-2023 and 100% of new country strategies to take into consideration official climate change commitments such as NDCs and/or long-term decarbonization strategies. Additionally, the Bank is undertaking a regional approach to programming under its One Caribbean program, which will focus on four pillars of activity including that of climate change adaptation and disaster risk mitigation.

About this position:

The Bank seeks a Climate Change consultant to work on the monitoring and technical activities related to the design, implementation, management, and mainstreaming of climate change in programming in Jamaica and the Caribbean region.

We are looking for an individual with excellent communication skills, including written and oral forms; proven ability to communicate complex concepts and prepare reports that are clear, concise, and meaningful; Ability to develop, analyze, and articulate project issues and identify creative and practical approaches to overcome challenging situations; analytic capacity and ability to assess project outputs and relevant findings; team player; self-starter and ability to work under limited supervision while maintaining good relationships internally and externally.

You will work for the Climate Change Division (“CSD/CCS”), which is part of the Climate Change and Sustainability Sector (“CSD”). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices, and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB group and (ii) in the mainstreaming of climate change in the regional countries of the IDB group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do:

The main activities are listed, but are not limited, to the ones below:

Climate change analytical work:

  • Provide support to the preparation and implementation of sectorial strategies and analysis to help decarbonization and resilience.
  • Provide analytical inputs to IDB country strategic documents such as the Country Development Challenges (CDC) and Country Strategies (CS). Tasks include: (i) review and distill the most relevant CC related literature and national policies and regulations regarding in specific countries, (ii) develop analysis on the climate change impact in relevant sectors, NDC sectorial implications, and provide policy recommendations; (iii) support the creation of climate change annexes for loan documents.
  • Support the analysis of existing and potential fiscal policy instruments for promoting decarbonization and climate resilience in relevant countries.
  • Develop recommendations for aligning national fiscal frameworks with climate goals outlined in NDCs.
  • Provide support to project teams in the application of the Joint MDB Assessment Framework for Paris Alignment to IDB operations, and linking this assessment with the potential for climate finance, green finance and nature-positive investments within Jamaica.
  • Advise the process of refining a technically consistent application of PAA frameworks across the Caribbean.

    Support to Operations:

    • Help integrate climate considerations into IDB lending operations and regional member support, including fiscal policy instruments for ministries of finance, economics, and planning.
    • Support collaboration with government ministries to develop and implement climate friendly fiscal frameworks and use of innovative fiscal policy tools in the mobilizing of climate finance.
    • Help manage blue economy program in Jamaica and the region.
    • Support and help guide a local and regional blue carbon program.
    • As required, participate as a team member in the preparation and execution of sectorial projects to include CC considerations that support low carbon and resilient activities.
    • Support coordination activities with other divisions and bank groups in efforts to mainstream climate change, disaster risk management, and sustainability in Bank operations.

      Capacity building:

      • Support the implementation of the annual Capacity Building Program to create internal capacity among the different sectorial divisions to build a better understanding of climate change opportunities and risks in relevant sectors.
      • Support generation of knowledge products and training materials.

        Stakeholder Dialogue:

        • Support the climate change dialogue with government, private sector, and civil society stakeholders.

          What you'll need:

          • Education: Master's degree in international development, environmental sciences, economics, natural resource management, governance, execution, and management of operations related to development and climate change or other fields relevant to the responsibilities of the role.
          • Experience: Minimum of 5 years of relevant professional experience, or the equivalent combination of education and experience in environment and/or development projects, mainly related to coastal zone, tourism, infrastructure, environmental related assessments, as well as the design and execution of projects that contribute to sustainable development is required. Experience working with multilateral institutions and preparing projects including both for the public and private sector on fiscal policy is desirable.
          • Languages: Proficiency in English

              Requirements:

              • Citizenship: You are either a citizen of Jamaica or a citizen of one of our 48-member countries with residency or legal permit to work in Jamaica.
              • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
