Result of ServiceThe consultant will contribute to the following deliverables: โข Timely and quality delivery of the contracts signed between UNEP CTCN and the donors associated with the climate change adaptation and community led programmes. โข Formulation of annual reports in collaboration with UNEP Adaptation team (when relevant). โข Continuous monitoring of results, performance and completion of each programme managed. โข Appropriate management, M&E of the team working specifically on the implementation of the programmes. โข Adequate promotion and dissemination of the impact of the programmes to increase the visibility of the donors and the CTCN with the support of the KMS team. Work LocationHome Based Expected duration12 months Duties and ResponsibilitiesObjective 1: Support the implementation of the AFCIA programmes delivered by CTCN โข Implement all the outputs and activities defined under the contracts of these programmes. โข Monitor results and impacts are monitored according to UNEP, CTCN and the Adaptation Fund standards. โข Prepare annual reports required by the AF are developed in collaboration with UNEP adaptation team. โข Create and disseminate knowledge accrued from the programmes. โข Connect and coordinate with AFCIA Partners. Objective 2: Oversee a team of experts for implementing the AFCIA programmes โข Oversee a team of specialists and experts including climate change adaptation technology, communication, M&E, among others. โข Manage an equitable repartition of the work between the team specifically hired to work on these climate change adaptation and community led programmes. โข Ensure timely and quality delivery of the work. โข Evaluate the performance of this team. Objective 3: Coordinate closely with UNEP adaptation team โข Prepare submission of the annual reports in timely manner. โข Formulate the first draft of the annual reports, including all annexes. โข Address any comments provided by UNEP Adaptation team. โข Ensure that a cleared report is available for a timely submission. โข Participate in the review of the Midterm Evaluation and Terminal Evaluation of the programmes. Objective 4: Work closely with CTCN regional managers and Technical Assistance team โข Screen, benchmark, design high-quality, innovative and scalable projects, oversee the implementation of the TA to ensure that programme expectations are achieved. โข Support the team with the screening and design of innovative, high quality, scalable TAs. โข Organize joint meetings with the NDEs. โข Collaborate with CTCN Regional Managers. โข Work closely with CTCN TA team in the formulation of response plans. Objective 5: Supporting CTCN Matchmaking โข Identify potential synergies, partnerships, collaboration with potential donors, multilateral agencies, that could help scaling up the most successful TAs. โข Identify TAs that have the potential to be scaled up. โข Identify potential matchmaking. โข Participate in the concretization and formulation of possible partnerships, collaborations. Objective 6: Support CTCN meetings โข Support to the team for the CTCN Advisory Board, Regional NDE forums, Capacity Building, meetings at SBs and COPs as necessary. โข Prepare presentations to support the work of the team in relation with the main meetings of the CTCN. โข When requested by CTCN Director, present these presentations to these meetings. Qualifications/special skillsAdvanced university degree (masterโs degree or equivalent) in environmental science, engineering, international development, international public policy or related area. A minimum of seven yearsโ experience in the fields of climate change and environmental issues, which includes experience on climate technology issues. A minimum of four years' experience at an international level and preferably within the UN system is desirable. Working experience in resource mobilization is desirable. Knowledge and understanding of the work of funding mechanism under UNFCCC and Technology Mechanism activities is an asset. Ability to synthesize information in a clear and well-structured manner. Ability to plan, prioritize and deliver tasks effectively and on time. Ability to work under pressure and to meet tight deadlines. Excellent communication skills and respect for a multicultural workplace. Fluency in written and spoken English is required. Knowledge in other UN language is desirable.
