Job description

The Civil Peace Service (CPS) is a global programme for violence prevention and peacebuilding in crisis and conflict regions. CPS professionals support local partners in their long-term efforts to promote dialogue, human rights, and peace. The CPS programme of GIZ in Uganda focuses on the prevention and transformation of land conflicts. At the heart of the programme is support for 12 Interest Groups in Acholi, Karamoja, and Teso, as well as one partner organisation in Kampala. Altogether, these networks include around 100 civil society organisations โ€” among them womenโ€™s organisations, academic institutions, faith-based groups, traditional leaders, and representatives of local government.The aim is to empower these actors to better coordinate their efforts and interventions, thereby improving the prevention and transformation of land and natural resource conflicts. This ultimately contributes to more effective land management structures and mechanisms, and to enhanced protection of land rights in the region.

Your tasks

Design and implement peacebuilding projects addressing land and natural resource conflicts in Karamoja, and advise local Interest Groups on planning, monitoring, and evaluating their conflict-sensitive interventions Conduct ongoing conflict and political analysis of the subregion to inform CPS programming and support partners in shaping their strategic direction Provide technical guidance on conflict-sensitive strategic planning, good governance, and organisational development for CPS partners and Interest Groups and facilitate capacity building on project management, conflict sensitivity, the Human Rights-Based Approach (HRBA), and digital peacebuilding tools Strengthen networks within GIZ CPS and among peace actors in Karamoja and engage in regional advocacy events to gather and analyse peace needs and present resolutions to the Karamoja Parliamentary Group and the Office of the Prime Minister Support knowledge exchange within and between Interest Groups and contribute to the development and implementation of crosscutting strategies such as multistakeholder spaces and mediation committees Represent GIZ CPS in coordination with regional and national stakeholders, including during donor missions Collaborate with other GIZ programmes and civil society actors to identify synergies and support CPS partners in restructuring their networks and governance structures Assist Interest Groups in developing and implementing awareness campaigns, research and lobbying activities, and training on non-violent conflict transformation, including the preparation of relevant materials

Your profile

University degree in peace and conflict studies, geography, political science, or a related field Proven skills in designing, facilitating, and supporting participatory work processes, workshops, and dialogue groups Strong systemic approach to advising partner organisations Solid background in land rights conflicts and conflict transformation, particularly in post-colonial contexts Proactive working style and ability to work independently while supporting partner organisations across diverse locations High intercultural communication skills and sensitivity Knowledge and experience in the field of land rights in Sub-Saharan Africa; work experience in rural areas is a strong asset Business fluent English skills required; German language skills would be an advantage

Location information

Moroto, located in Ugandaโ€™s Karamoja region, has a semi-arid climate with long dry seasons, hot daytime temperatures and cooler nights in the surrounding hills. Health services are limited: Moroto Regional Referral Hospital offers basic care, while Matany Hospital, about 37 km away, provides better facilities. For advanced treatment, Kampala or Nairobi are commonly used. Pharmacies exist but stock is inconsistent, so essential medicines should be brought in.

Shopping is centered on a local market and small supermarkets with staple foods and fresh produce; imported goods are rare. ATMs and banking services are available but not always reliable. The town is accessible by an 8โ€“9 hour drive from Kampala via paved roads; a small airstrip exists but has no regular flights. Within town, transport is mainly by NGO vehicles or motorbike taxis.

Education and childcare infrastructure is very limited. The duty station of Moroto is not advised with school kids. There are no international schools or nurseries. Housing options are available and a private security company will be assigned by GIZ.

Internet connectivity is available via mobile providers but can be slow and unreliable. Leisure activities include hiking Mount Moroto and visiting nearby reserves. There are 2 โ€žwestern restaurantsโ€, a dutch-lead tour agency that offers hikes, day trips and game drives in nearby national park. Morot Central Market can be visited. Annually, there is one week of Karamoja Culture Festival which is like a Carneval of Cultures and many people coming into Moroto, very lively vibes.

The security situation requires heightened vigilance. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. In some cases, there may be restrictions on freedom of movement that are specific to the environment in which the work is carried out. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment.
