Result of ServiceThe Consultant will be responsible for addressing all issues related to the circular economy and its main stakeholders to support the development of the Solid Waste Management Plan for the Municipality of Sรฃo Paulo. The Consultant's initial objective is to support the diagnostic stage by collecting information and data on actions and initiatives linked to the circular economy implemented in the city of Sรฃo Paulo, together with the UN-Habitat waste team. He/she will also propose solutions to promote circular economy projects in the municipality based on the National Circular Economy Strategy (Decree No. 12082/2024), as well as state and municipal regulations, supporting the development of the Sรฃo Paulo Municipal Integrated Waste Management Plan. Based on the proposed solutions, the Consultant will establish, together with the team, an action plan and targets to achieve the defined objectives. The Circular Economy Consultant will work in close collaboration with the Technical Coordinator, the General Coordinator, the operational and technical teams of UN-Habitat offices in Rio de Janeiro, as well as with the local project team, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society. Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitatโ€™s Regional Office for Latin American and the Caribbean โ€“ ROLAC โ€“ is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of Sรฃo Paulo, the project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. In order to properly implement this project, a Circular Economy Consultant is required to ensure that Sรฃo Paulo's Municipal Solid Waste Management Plan incorporates a sustainable and efficient approach to developing a circular economy. Report to UN-Habitat Manager The Circular Economy Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the National Officer for Brazil, the Circular Economy Consultant will be responsible for delivering the three (3) following products in the expected delivery date: Product 1: โ€œWork Planโ€ Description Prepare a document that presents the Work Plan regarding the object, stages and products of the consultancy, whose main objective is to gather information and outline solutions and targets regarding the circular economy initiatives and projects implemented in the city of Sรฃo Paulo that will be part of the preparation of the new Integrated Solid Waste Management Plan (PGIRS). The Work Plan must contain, at a minimum: โ€ข Detailed scope of the deliverable products, focusing on the stages and related activities, including social participation actions; โ€ข Details of the information and data required to develop the work; โ€ข Schedule of activities and delivery dates; โ€ข The flow of review and approval of the products. Expected Completion Date 30 (thirty) days after contract signature. Product 2: โ€œStructural diagnosis of Circular Economy in waste management implemented in the city of Sรฃo Paulo.โ€ Description Developing a report containing the following contents, as a result of the activities of: โ€ข Characterization of the circular economy structure in the city of Sรฃo Paulo, considering the Nacional Strategy of Circular Economy, as well as state and municipal regulations. โ€ข Description of the key stakeholders involved in circular economy in the city of Sรฃo Paulo. โ€ข Survey and characterization of the main circular economy initiatives in the city of Sรฃo Paulo. โ€ข Reporting on participation in events/workshops related to the structuring of Circular Economy in the Municipal Waste Management Plan. โ€ข Assessment of the main challenges and issues related to developing a circular economy in waste management in Sรฃo Paulo. Expected Completion Date 120 (one hundred and twenty) days after contract signature. Product 3: โ€œStudy of solutions and preparation of an Action Plan and Targets for developing a Circular Economy in the city of Sรฃo Paulo.โ€ Description Developing a report proposing: โ€ข Evaluation and description of solutions and their application for improving the Circular Economy in the waste management in Sรฃo Paulo. โ€ข Identification and descriptive table of priority actions. โ€ข Structure required for each proposed solution. โ€ข Actors involved in each proposed solution (especially waste pickers). โ€ข Table containing the description of established targets, monitoring indicators, and SDGs related to each target. โ€ข Implementation schedule for the Action Plan. โ€ข Reporting on participation in events/workshops related to the Municipal Waste Management Plan. Expected Completion Date 180 (one hundred and eighty) days after contract signature. Responsibilities Under the overall supervision of the National Officer for Brazil, the Consultant will work in the following areas: a) Be available for a minimum of one (1) weekly virtual meeting with the Programme Coordinator, aiming at: I. sharing partial results of each deliverable. II. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; III. supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultantโ€™s ability and commitment to present partial results, following a detailed timeline to be validated with the project coordination in the first week after signing the contract. Overall, the Consultant shall guarantee the execution of its activities accordingly to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to execute field work and participating in public events related to the participatory process of developing the Master Plan and face-to-face meetings whenever requested. d) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. e) Maintain an orderly and accessible information file system on the information and data produced. f) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. g) The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. h) The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Qualifications/special skillsAcademic Qualifications: โ— Required: โ— Post-Graduation course (Latu Sensu or Stricto Sensu) in Solid Waste Management, Engineering, Economics, Administration or related fields, or additional 4 (four) years or relevant experience to the post, beyond the requirement. โ— Bachelorโ€™s degree in Engineering, Economics, Administration, Law or related fields is required. Experience: โ— A minimum of five (5) years providing technical support and management related to sustainable development, circular economy and management. โ— Academic knowledge on themes related to sustainable development, circular economy and management. โ— Professional experience developing studies, projects, plans and technical assessments related to sustainable development, circular economy and management. โ— Previous experience within the UN System would be an asset. Skills: โ— Excellent writing and proof-reading skills in Portuguese is required; โ— Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. โ— Negotiation capacity with public and private sector stakeholders. Knowledge Management โ†’ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. โ†’ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โ†’ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. โ†’ The person will prepare databases related to the project running. โ†’ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โ†’ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to municipal waste management and circular economy. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Languagesโ— Fluency in Portuguese is required; โ— Good command in oral and written Spanish is desirable. โ— Good command in oral and written English is desirable. Additional InformationTravel details The Circular Economy Consultant must be available to travel to the City of Sรฃo Paulo. The consultant will be responsible for travel expenses and logistics. Remuneration SB-4/2 (UNDP Brazil Salary Scale) The consultant will receive an amount of BRL 63.546,12, to be paid in three (3) installments, upon the presentation and approval of the following products: โ— Payment 1 (10%): Upon delivery and approval of Product 1 (BRL 6.354,61); โ— Payment 2 (50%): Upon delivery and approval of Product 2 (BRL 31.773,06). โ— Payment 3 (40%): Upon delivery and approval of Product 3 (BRL 25.418,45). Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
