ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

Tasks to be performed under this contractย
Reporting to the RSO Co-Managers, the Consultant will become an integral part of the RSOโs leadership team with the responsibility of leading the RSOโs Irregular Migration and People Smuggling Unit providing program and project oversight, strategic leadership and mentoring, staff supervision, process enhancement and represent the RSO in its engagement with key stakeholders to influence the outcomes of relevant projects and contribute to the strategic direction of RSO Irregular Migration and People Smuggling activities.ย ย
Lead the Irregular Migration and People Smuggling unit providing senior management, leadership and supervision of the programme staff across the work streams.Be an active member and contributor within the RSO leadership team through contributing to RSO leadership activities and decision making through regular meetings and participation and contributions to the RSO Governance Forum.Support the RSO Co-Managers as a senior leader within the RSO by providing strategic programmatic and diplomatic engagement ideas and support and contributing to the strategic positioning of the RSO.Engage with RSO donors and contributors to enhance and expand RSOโs operations.Contribute to the implementation of innovative, efficient and repeatable office processes to enhance the RSOโs efficiency and enhance the impact of RSO projects and activities being delivered.Oversee the implementation of projects and activities from the RSO Work Plan 2024-2026 across all programme teams within the unit ensuring projects and activities are delivered on time, on budget and are contributing to achieving the stated objectives of the project by producing the required outputs and achieving practical and tangible outcomes and impact.Oversee the development of RSO policy positions in response to the needs of Bali Process members on people smuggling, trafficking in persons and related transnational crime, oversee the preparation of policy and research papers and briefings, oversee the management and administration of RSO initiatives, projects and activities including managing partnerships with implementation partners.Oversee the delivery of policy dialogues, roundtables, technical meetings, trainings, workshops and other activities working to ensure clear objectives and desired end states and impact are clearly articulated and that activities carried out contribute to achieving the stated objectives and desired end state.ย Promote the RSOโs work including promotion of policy and best practice and facilitate opportunities for dialogue and coordinated action amongst identified Bali Process Member States.Oversee the development and delivery of operational capacity building to identified Bali Process Member States including overseeing identification of government agencies and stakeholders to receive training, ensuring course preparation is undertaken appropriately including with respect to identification of suitable partners and subject matter experts, curriculum design, participant engagement, pre and post engagement with trainees, support for the RSO Alumni Network, support for the implementation of the Return to Work Action Plan and train the trainer frameworks, support integration of adult education principles, ensure required monitoring and evaluation of impact is undertaken and ensure identification of key learnings and lessons that can contribute to continuous improvement are appropriately captured and acted upon.Establish and maintain effective professional relationships with Bali Process Member States, project implementation partners and provide strategic policy and project advice to Co-Managers relating to the RSOโs Irregular Migration and People Smuggling Unit including with respect to policy and partnerships and capability development.Lead, mentor, manage and develop a multi-disciplinary and culturally diverse team of staff and seconded officials within the RSO including through identifying development opportunities and providing oversight and strategic direction to seconded officials working with the RSO.Represent the RSO at bilateral, regional and intergovernmental meetings, including the preparation and delivery of meeting briefs, discussion points, managing consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders.Maintain contemporary knowledge on policy developments and training needs across key Bali Process Member States to ensure RSO activities are responding to identified needs and priorities.ย Actively prepare and submit to the RSO Co-Managers, Concept Notes and project proposals for new activities where the RSO is requested to support and/ or it is identified the RSO could add value.ย Work with Bali Process Members to contribute to, project manage and/or deliver activities and dialogue on behalf of the RSO.Oversee and quality assure the required updates to the RSO Strategy and Workplan.Submit a monthly performance report to the RSO Co-Managers outlining progress and achievements.ย Provide input to RSO publications and reports, draft articles and news items for RSO publications andย provide reports to Co-Managers as directed.Design, convene and facilitate RSO engagements and events both in-person and virtually. Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building activities.Disseminate and promote RSO products and activities to key stakeholders through engagements and events via RSO social media channels and support the RSOโs engagement networks, such as the Alumni Network, RILON Group and Donors Information Exchange.Protect and promote the RSO โbrandโ ensuring appropriate recognition of our efforts is granted.Collaborate, develop and maintain cooperative relationships with other teams in the RSO, Bali Process Member States and other key stakeholders.Demonstrate and model a high level of ethics, accountability and personal integrity at all times.Perform other such duties as may be assigned by the RSO Co-Managersย Education

Fluency in English (oral and written) is required.Desirable languages: Fluency in official languages across Bali Process Member States is desirable. Southeast Asian languages for instance Indonesian, Burmese, Thai, Malay would be beneficial, but not essential.IOMโs official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.ย Travel requiredย Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance ย with IOMโs travel policies, including IN/6. Salary and conditions information
The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only.ย The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.The position requires a minimum 3 days office-based work *subject to change*.The starting salary of USD $ 6,763.00 will be paid monthly. Salary increases occur in line with the โRSO Personnel โ Classification and Salaryโ Guidelines.
