ORGANISATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

RESPONSIBILITIES AND ACCOUNTABILITIES
Reporting to the RSO Co-Managers, the Consultant will oversee the Communications, Engagement, Monitoring & Evaluation Unit and is expected to perform the following tasks during the period of the contract:
Provide overall leadership and management of the Communications, Engagement, Monitoring & Evaluation Unit, supervising a team of up to ten personnel (including four Programme Managers) and fostering a collaborative, high-performance team culture.Oversee and coordinate the unit in a way that promotes coherence and alignment across work areas and provide quality control with significant attention to detail across all outputs and activities of the unit’s four core programme areas – Strategic Communications & Engagement; Stakeholder Engagement & Events; Trends, Insights & Analysis; and Monitoring, Evaluation & Learning (MEL) – so that all outputs and deliverables meet RSO standards and support the RSO’s strategic goals.Lead cross-cutting initiatives and process improvements that enhance the RSO’s operations and strategic objectives, including developing integrated communication and engagement strategies, strengthening internal knowledge-sharing, and embedding robust monitoring and evaluation practices across RSO initiatives, projects and activities.Work closely with other RSO teams to integrate the unit’s support functions into all RSO initiatives, ensuring a whole-of-RSO approach. This includes coordinating with programme teams so that communications, stakeholder engagement, analysis, and MEL activities effectively support and add value to programmatic outcomes.Contribute to senior-level planning, strategy development, risk management and governance processes of the RSO. The Consultant will participate in RSO leadership activities including but not limited to RSO leadership coordination meetings, strategic planning meetings, activities planning and execution meetings, Governance Forum and Risk Committee and provide expert advice and analysis to RSO Co-Managers and help identify and mitigate risks to RSO operations and reputation.Represent the RSO at high-level engagements with Bali Process members, donors, and partner organisations. This includes delivering briefings, presentations and reports at regional meetings, conferences, and other forums, and serving as a key RSO representative to communicate the RSO’s mission, activities and insights to both internal and external stakeholders.Provide guidance and oversight on stakeholder engagement and events management to strengthen execution of RSO-led events (such as workshops, forums, dialogues and conferences) with a focus on enhancing planning, preparation, budgeting and delivery and working to enhance stakeholder engagement activities in a manner that is strategic, inclusive and furthers the objectives of the RSO and Bali Process.Oversee the RSO’s strategic communications and outreach efforts, including high-level messaging and content development. Ensure all RSO publications, digital platforms (website, social media) and public communications are coherent, professional and aligned with the RSO Communications and Engagement Strategy. Provide editorial oversight and guidance to maintain a consistent and impactful RSO “brand.”Guide the Trends, Insights and Analysis function to produce timely, well-researched reports on emerging issues and trends relevant to the Bali Process. Ensure that analytical products are insightful, accessible (written in plain language), and disseminated effectively to inform RSO activities and Bali Process member decision-making.Strengthen Monitoring, Evaluation and Learning (MEL) across the RSO by overseeing the implementation of the RSO’s MEL framework. Promote best practices for monitoring and evaluating the impact of RSO programmes, ensure that lessons learned are captured and shared, and that data-driven insights inform continuous improvement of RSO initiatives.Ensure compliance and effective reporting: Oversee the unit’s contributions to donor reports, RSO internal reports (such as monthly or quarterly updates), and other required documentation. Ensure that all unit activities comply with relevant organizational policies and donor requirements, and that outputs are delivered on schedule and to a high quality.Collaborate with RSO leadership and external partners to seek opportunities for innovation, resource mobilization and partnerships that enhance the RSO’s communications, engagement and MEL capabilities. Maintain strong professional relationships with Bali Process member government counterparts, international agencies, and other stakeholders to advance collaborative efforts.Prepare various reports and other documents that contribute to RSO deliverables.Prepare concept notes and other proposals including those that propose measures to improve RSO performance and operations.Prepare a monthly performance report for RSO Co-Managers.Perform other duties as may be assigned.REQUIRED QUALIFICATION AND EXPERIENCE
Education
Master’s degree in a relevant field (e.g. Communications, Public Relations, Political or Social Sciences, International Relations, Law, Development or Migration Studies) from an accredited academic institution with at least 8 years of relevant professional experience; or a Bachelor’s degree in one of the above fields with at least 12 years of relevant professional experience.Experience
Demonstrated experience in leading and managing teams, including supervising senior staff and managing multiple work streams or programme areas.Extensive experience in strategic communications and stakeholder engagement, including developing outreach or communications strategies, managing multi-channel digital platforms (website, social media), and organising high-profile events or forums with diverse participants.Experience in conducting or overseeing research and analysis on policy or programmatic issues. Ability to synthesise complex information and present insightful analysis or recommendations to support decision-making.Proven experience in monitoring, evaluation and learning (MEL) – designing or implementing MEL frameworks to assess project/programme performance and using data to drive learning and improvements.Strong project management skills, including project planning, budgeting, implementation, and reporting (preferably in a donor-funded or international development context).Demonstrated experience engaging with senior-level stakeholders across governments, international organisations, and/or the private sector, with an ability to build and maintain productive partnerships and networks.Experience working with or within government institutions or international organisations, especially in the Asia-Pacific region or with Bali Process member states (highly desirable).Knowledge of migration and border management issues (e.g. irregular migration, human trafficking, people smuggling, refugee protection) is an advantage.Skills

Salary and conditions information:
The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.The position requires a minimum 3 days office-based work *subject to change*.The starting salary of USD $ 6,763.00 will be paid monthly. Salary increases occur in line with the ‘RSOPersonnel – Classification and Salary’ Guidelines.
