IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns

The Migration Health Unit works to deliver and promoteย comprehensive, preventive and curative health programmesย that are beneficial, accessible and equitable for migrants and mobile populations in the region, through a constant coordination with the Migration Health Division. Bridging the needs of both migrants and governments in close collaboration with partners, IOM through Migration Health Unit promotes a public health approach to migrant and minority health and contribute to theย physical, mental and social well-being of migrants, enabling them andย host communities to achieve social and economic development.

Under the direct supervision of Migration Health Physician (MHP) in Pekanbaru and overall supervision of National Migration Health Officer (NMHO) in Medan and Chief Migration Health Officer (CMHO) in Jakarta, the incumbent will assist inย coordination, planning, implementation and monitoring of Health components at local level in close coordination with the relevant units. The incumbent is expected to carry out his/her duties in accordance with medico-legal, moral and ethical standards with due respect for gender and socio-cultural differences and human dignity of the migrants

The consultant will undertake the following responsibilities / scope of work:

Assist MHP in Pekanbaru to ensure that all health components of the project are implemented in line with logical frame works;Support monitoring and evaluation of health programme for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries) in Pekanbaru by providing compiled monthly report in a timely manner to MHP in Pekanbaru;Compile monthly reports from programme implementation locations and provide combined Health Services provisions reports on a timely manner to MHP, NMHO, and CMHO;Support monitoring and evaluation of health program for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries) in several locations in Pekanbaru;Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to assure access to clinical services while respecting IOM procurement and financial procedures and regulations;Liaise with relevantย (health) authorities regarding the health issues ofย IOM beneficairies; facilitate for IOM beneficiaries to express their health needs and assure support provisions provided areย inline with IOM Operationsย guidelines;ย ย Monitor each location identifies and make necessary arrangements with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations;Monitor IOM health assistance for beneficiaries adheres to essentials of primary careย principles, rational utilization of secondary and tertiary health care;Provide support on budgeting and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partnersMonitor emergency medical referral systems are establish in all locations in Pekanbaru to provide a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field;Manageย case which need assessment, and health behavior of irregular migrants on a regular basis and inform MHP in Pekanbaru on intervention such as health promotion and other needs on a regular basis;ย Provide technical guidance, training and coordination to other colleagues in Migration Health Unit in Pekanbaru or other sub-offices as needed;Perform other duties as may be assigned

Education:

University Degree in Nursing from an accredited academic institution, with three years of clinical nursing experience at recognized health institutions; orHaving certification or professional license to practice nursing in Indonesia

Experience:

Indonesian National with good knowledge and experience in health services.ย Has working experience including in project management, administration and staff supervision;Experience in community development, public health and psychosocial fields related to health system;Prior experience working in health insurance and health promotion fields are advantages;Experience in liaising with governmental as well as national and international institutions preferred;Knowledge in assisting emergency operations activities;Effectively applies knowledge of health issues in execution of responsibilities at appropriate level;Maintains confidentiality and discretion in appropriate areas of work;

Skills:

Excellent knowledge of structures and functions of district health office and ministry of health;Excellent communication and negotiation skills;ย ย Ability to prepare clear and concise reports;Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds;ย Proficient in computer applications: Ms-Office.

Language:ย 

For this position, fluency in English and Bahasa Indonesia is required (oral and written)
