Project Context and Scope

The International Organization for Migration (IOM) Uganda is implementing the EU‑funded project “Strengthening Cross‑Border Cooperation, Stabilization, and Resilience of Borderland Areas between the Democratic Republic of the Congo (DRC) and the Republic of Uganda.” The project aims to enhance security, stability, and cooperation in the border regions by improving the capacities of border officials, strengthening community engagement mechanisms, and promoting safe, orderly, and humane mobility. Within this framework, IOM Uganda seeks to recruit an individual consultant to design and deliver specialized training on Counterterrorism, planned to take place in the West Nile region, targeting Ugandan officials deployed at border posts in the Uganda-DRC borderland areas.

Organizational Department / Unit to which the Consultant is contributing 

This consultancy falls under the Immigration and Border Governance unit, under the project titled: “Strengthening CrossBorder Cooperation, Stabilization, and Resilience of Borderland Areas between the Democratic Republic of the Congo and the Republic of Uganda.”

The objective of this consultancy is to strengthen the capacity of Ugandan border officials to detect, identify, and respond to potential security threats through an improved understanding of counterterrorism principles, behavioral profiling, and effective interviewing techniques.  Tasks to be performed under this contracta. Scope of Work (Tasks)

Design a tailored training curriculum and detailed agenda.

Develop training materials including slides, handouts, participant guides, and facilitator notes.

Deliver one or two fullday workshops (at least 8 hours each).

Develop and administer pre and posttraining assessments.

Facilitate feedback collection.

Prepare a final training report.

The consultancy will be conducted in West Nile, Uganda. Fees & Payment Terms

Any offer made to the candidate in relation to this CFA is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.

IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background or disabilities.
