Organizational Setting

The FAO Representation in Uganda provides technical assistance to the Government of Uganda in the Agriculture, Forestry, Fisheries, Climate Change, Food Security and Livelihoods, and related sectors. FAO Uganda supports extremely vulnerable populations throughout Uganda to achieve sustainable food, nutrition, and income security through resilient agricultural livelihoods. To support the immediate needs of extremely vulnerable populations experiencing acute instances of economic crisis and food insecurity, FAO provides CASH assistance through a combination of cash to enable households to meet their basic needs and protect their productive assets.


Reporting lines

Under the overall supervision of the FAO Representative (FAOR), in consultation with the Deputy FAOR, the CVA Analyst is directly supervised by the Cash and Voucher Assistance Specialist. ย 


Technical Focus

The CVA Assistance Analyst will support the creation, planning, supervision, implementation, and monitoring of cash transfer activities as part of the โ€˜FAOโ€™s Uganda emergency responsesโ€™ refugees and non-refugees and support the integration of CVA as suitable as part of FAOโ€™s CASH ย to build the resilience of agricultural households and refugees.ย 


Tasks and responsibilities

The CVA Assistance Associate Analyst will be responsible for the following tasks:
โ€ข ย  ย In consultation with the CVA Specialist, support the M&E Department to establish CVA-specific methodologies and tools for regular assessment (e.g. market, feasibility) and surveys; data collection, cleaning, analysis, and management (e.g. ODK โ€“ Kobo, excels modules for data collection, data analysis syntaxes, databases, etc.); and monitoring and reporting (e.g. post-distribution monitoring, dashboards, guidelines aligned to SMART indicators, etc.) to assess performance and inform programmatic decisions.
โ€ข ย  ย In coordination with the CVA Specialist, collaborate with FAO seed experts to assess the capacity of sub-regional seed markets/commercial hubs in Uganda based on Seed Security Assessment results, to assess the technical and operational feasibility of Cash- and/or Voucher-based activities and Cash for Work to support agricultural interventions, and to establish monitoring tools for potential CVA.
โ€ข ย  ย Contribute to the interpretation of data analysis results using statistical techniques and support the application of such results in project activities, reports, and knowledge products.
โ€ข ย  ย Support the development of โ€˜Voucher Manualsโ€™ and โ€˜Cash Transfer Manualsโ€™ for FAO Uganda CVA in emergency and development contexts with alignment to, both, the humanitarian principles of โ€˜Do No Harmโ€™ and โ€˜Leave No One Behindโ€™, and the UN Code of Ethics and Conduct; building from good practices from the sector; ensuring high operational standards and compliance with FAO corporate rules and procedures (including Manual Section 702 on Cash Transfers).
โ€ข ย  ย Support Integrated Social Protection Programme in activities related to cash transfers (Nutri cash, Unconditional and Conditional cash transfers)ย 
โ€ข ย  ย Support the integration of cash transfer modalities in other ongoing activities.ย 
โ€ข ย  ย Support, in coordination with the Procurement Unit and the CVA Specialist, the contracting of FAO implementing partners and service providers, including Financial Service Providers, where CVA will be used.
โ€ข ย  ย Support stakeholder engagement processes on the roll-out of CVA in partnership with FAO service providers.
โ€ข ย  ย Provide technical assistance (as needed) to FAO implementing partners (NGOs, private sector, etc.) on the roll-out of CVA through routine monitoring of partner activities in the refugee response programme and other programmes, as required.
โ€ข ย  ย When needed, represent FAO in the Cash Technical Working Group under the refugee response and other relevant forums and discussions to facilitate learning, information sharing, and alignment to national standards and approaches.
โ€ข ย  ย Attend/represent FAO in monthly โ€˜Cash Working Group Meetingsโ€™ and update FAO on any developments on CVA across the country.
โ€ข ย  ย Undertake any other activities as requested.

โ€ข ย  ย Bachelorโ€™s degree in agriculture economics, Economics, Statistics, Mathematics, Computational Sciences, Commerce, Business Administration, Development studies, or related field.ย 
โ€ข ย  ย A minimum of three years of relevant professional experience.ย 
โ€ข ย  ย Working knowledge of English.ย 
โ€ข ย  ย National of Uganda.ย

Technical/Functional Skills

โ€ข ย  ย Extent and relevance of experience and knowledge in CVA for food security and livelihoods in humanitarian responses, preferably with the United Nations or other international or multilateral organizations.ย 
โ€ข ย  ย Extent and relevance of experience and knowledge in data analysis and management and monitoring activities using widely used statistical software such as SPSS, STATA, R, and MS Excel.ย 
โ€ข ย  ย Coordination skills (communication) and ability to technically support on CVA needs across different thematic areas.ย 
โ€ข ย  ย Experience working along the humanitarian-development nexus and in displacement settings.ย 
โ€ข ย  ย Extensive and relevant experience with international or multilateral organizations, preferably FAO, and/or with the government is an added advantage.ย 
โ€ข ย  ย Demonstrated ability to work in a multicultural team, and interpersonal skills.ย 
โ€ข ย  ย Experience candidates who have worked in rural areas with local and international NGOs will be preferred.
โ€ข ย  ย Demonstrated ability to work under pressure and meet deadlines.ย
