Overall purpose of the role: The Camp Manager is responsible for leading DRCโ€™s camp management activities in Ajuong Thok and Pamir refugee camps. S/he will lead a team of contracted national staff as well as community outreach workers. In Ajuong Thok and Pamir (Unity State), the refugee response consists of a multi-sectorial program in camp coordination and management (CCCM), shelter and infrastructure, food security and livelihoods, and the distribution of NFIs. The camp manager liaises closely with other managers within DRC for synergy and integration of activities across all departments, while guaranteeing protection mainstreaming and the respect of humanitarian principles. S/he develops and sustains strong partnerships with all stakeholders operating in the camp, including refugee populations, humanitarian partners, local communities, and government authorities.

Responsibilities:

Management:

Responsible for supervision and management of all CCCM staff and DRC activities in the refugee sites, including site governance and community engagement, service delivery, coordination, site planning care and maintenance, and population monitoring. Ensure that adequate staffing is in place for the activities, including an appropriate gender balance within the staff group. Ensure all staff and community outreach workers are trained on the skills and values required to perform their job and develop their competencies. Coordination of camp-level HR, finance and administration in link with support services department. Monitor financial commitments and expenditures against assigned budget lines. Ensure that the organization's financial, logistics, security and human resources policies and procedures are fully implemented. Contribute to the strategic direction of the country operation through participation in strategy planning meetings and documents. Adapt or update the CCCM area-based strategy in coordination with the area manager and the CCCM technical coordinator to reflect any changes in the context and on the ground. To maintain emergency preparedness and response capacity for DRC in area of operation in case of influx or other risks/hazards. To monitor the safety and security situation in the site with a specific focus on potential impact of insecurity on staff, humanitarian access and accountability and program delivery.

Program Implementation:

Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support. Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors. Maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of different genders, ages and those with specific needs are heard and represented. Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees. Coordinate with Shelter team to ensure that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines. Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner. Adapt camp activities, as applicable, in close coordination with the Area Manager, Head of Programs and Country Director in South Sudan, if/as the context changes. In particular, the camp manager must be able to scale up camp activities in the case of a large refugee/IDP influx. Maintain an open dialogue with the camp population as well as host communities

Administrative, Finance and Procurement Functions:

โ€‹Supervise camp management team of contracted staff, refugee incentives and casuals, ensuring effective staff deployment, performance planning and appraisals for supervisees. Disburse and track expenditure of camp management budget component, flagging any over- or under-expenditures in a timely manner. Prepare project procurement plans and reports and order materials in a timely manner. Manage casual staff contracts and camp service contracts. Coordination with counterparts in other humanitarian agencies and UNHCR Update the organogram for the department with revised job descriptions according to roles and responsibilities of department staff Make sure the project activities and procedures respect and comply with the internal policies & procedures, donor contractual agreements, grant documents and implementation plans.

Develop and/or implement a Complaints and Response Mechanism Standard Operating Procedure. Develop and follow up on the programโ€™s MEAL plan and relevant tools. Take appropriate decisions based on a continuous monitoring of programโ€™s indicators, with the participation of other relevant internal and external stakeholders. Contribute to the internal and external accountability mechanisms by elaborating quality donor reports. Ensure accountability to the affected populations in all project activities. Contribute to continuous learning by organizing project reviews, and by consolidating success stories and lessons learnt from the field.

Proposal and Budget Development:

Identify gaps with a view to generating ideas for future projects with strong beneficiary impact. Develop concept notes and/or proposals and budgets in close cooperation with the Area Manager and the grants department in South Sudan. Develop budgets for operational camp management and program staff lines in conjunction with the CCCM Technical Coordinator

Representation:

Chair weekly camp coordination meetings as well as meetings with refugee leadership committees. Facilitate/chair other coordination meetings related to the camps, in consultation with the Area Manager. Maintain open dialogue with local authorities, UN agencies and other NGOs working in the site

Experience and technical competencies:

Minimum 5 years of relevant professional work experience in refugee response, camp management, community mobilization, protection. Minimum 3 years of humanitarian experience in refugee / IDP camp management settings. Solid experience (3 years) in project cycle management, including proposal writing, budget management and donor reporting (UNHCR, Danida, BPRM, etc.) Experience in designing and using tools for monitoring program activities and achievements. Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies. Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team. Good team leadership and conflict resolution skills, consensus team building, and adaptability. Patience and understanding to work with and develop capacity of national staff. Good computer/IT skills with an excellent writing, communication and negotiation skills; ability to prepare clear and concise reports. Ability and willingness to work in remote and isolated location.

Education:

Post-graduate degree in political/Social Sciences, Management, development studies, International development or equivalent degree qualifications; Undergraduate with extensive experience could substitute. General protection background is a plus.

Languages: Fluency in written and spoken English language. Arabic is an asset.
