Consultant- Digital Platform Development Specialist- Jordan Winrock International is seeking a qualified Digital Platform Development Specialist Consultant to support an anticipated GIZ-funded initiative focused on supporting the Jordanian government in advancing the Water, Energy, Food, and Environment (WEFE) nexus governance in aligning sectoral strategies, developing integrated Key Performance Indicators (KPIs), R-MEAL systems, building digital decision support tools, and advancing capacity-building across institutions. The consultant will be responsible for leading digital platform development efforts. Key Responsibilities: Design and develop a digital internal project development system tailored to WEFE Nexus governance needs. Conduct stakeholder consultations to gather technical and functional requirements for the platform. Develop the platform architecture, user interfaces, and backend functionality, ensuring alignment with Jordanโs National Cyber Security Strategy (NCSS) and Digitalization Service Standards (DSS). Oversee platform testing, integration, and deployment, ensuring seamless functionality and user experience. Develop training materials, user manuals, and lead training sessions to build stakeholder capacity in platform use. Provide technical support, troubleshoot issues, and implement iterative improvements post-deployment. Work closely with the project team to ensure data-driven decision-making and adaptive project management. Qualifications: Bachelorโs degree in Computer Science, Information Technology, Software Engineering, or any relevant field Minimum: 8 years of professional experience in digital platform development Minimum: 7 years of professional experience in managing digital platforms from inception to completion, including planning, design, development, and maintenance. Minimum: 4 years of management experience in projects, companies or other organizations with disciplinary leadership responsibility for 3 people Strong analytical, writing, and data visualization skills. Fluency in Arabic (preferred) and working proficiency in English.
