UN-Habitatโs Ethiopia Programme with the funding of the Government of Japan, in cooperation with the Dire Dawa Municipal Authority is undertaking the rehabilitation of the Dire Dawa city landfill. UN Habitat Ethiopia is launching a call for proposals (CFP) to seek partnership in the implementation of the project Re-engineering Waste: Rehabilitating Dire Dawa's Landfill for a path to Safe and Sustainable Solid Waste Management Using the Fukuoka Method[1] in Ethiopia. The Project requires the services of an Implementing Partner, with extensive and successful experience in the design, construction, supervision, operation and maintenance of semi-aerobic sanitary landfill method and to design and prepare Bills of Quantities (BOQs) for the newly designed sanitary landfill. The proposal must demonstrate how the Implementing Partner will contribute to the outcomes stated below;
Design and list the required goods and services (which will supplement the BOQs) for rehabilitation, improvement of existing dumpsite prepared.
Quality in the rehabilitation process of the existing dumpsite (in compliance with internationally accepted environmental standards)
Train selected Dire Dawa Municipal Authority staff in key aspects of the operation of semi-aerobic landfill management: construction, operations, and maintenance of semi-aerobic sanitary landfills method.
The Implementing Partner shall assist in compiling of positive results, preparing and presenting the results of the project activity at a colloquium on strengthening waste management in secondary towns in Eastern Africa.

Brief Background of the Project
The United Nations Human Settlements Programme (UN-Habitat), is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. As part of its mandate, the UN-Habitat implements various normative interventions for sustainable urbanization in Ethiopia.
Dire Dawa city is the second-largest city in Ethiopia, located on the eastern edge of the East African Rift Valley with an urban population exceeding 366,000 inhabitants. (CSA projection 2023). Dire Dawa is recognized as the most vibrant city, strategically situated in a geographically advantageous area between Djibouti and Addis Ababa. Its proximity to the Djibouti port making it a crucial hub and corridor for import/export of various commodities and services, serving as a key transit point and terminal for trade activities.
Solid waste generation rate in Dire Dawa has been increasing along with population growth rate. The rapid development of the town has been producing increasing volumes of solid waste, inducing greater infrastructural demand, institutional setup, community participation and private involvement for its collection and management. But the cityโs Sanitation Agency (DDSBPDA), which assumed an administrative role in 2003, continued to find it difficult to fulfill all its duties due to limited resources. On average, the municipality collects 48% of the waste generated and the remaining 52% is indiscriminately disposed of in open drainage lines, open spaces, street sides or is burned openly. Please refer Annex D for project site location).
Hence, the proposed project aims to rehabilitate the existing dumpsite using the semi-aerobic method of landfill management that offers a multitude of benefits, both for the environment and for the community it serves. The proposal is not a simple replication but rather, an adoption/rehabilitation as the dumpsite is in poor condition with constant fires. Lessons learned from previous similar projects will serve as inputs in successfully implementing the project in Dire Dawa.
What is required in this CFP?
In this call for proposals, UN-Habitat is looking for implementing partnerships preferably with a non-profit organization that can improve solid waste management and rehabilitate the landfill site in Dire Dawa City. To fulfill the purpose, the following objectives are expected to guide the Implementing Partner.
Using the renowned, innovative, best-practice semi-aerobic landfill management system, rehabilitate and stabilize Dire Dawa dumpsite to reduce environmental damage from Methane emission, prevent contamination of ground water from leachate seepage, avoid waste-related continuous fires to contribute towards improved public health by reducing odor and disease-carrying pests for an enhanced quality of life by reducing the landfill's negative impacts.
Scope of Work
1) Delivery and Performance
Develop a complete design and implementation plan for the duration of the rehabilitation.
Manage the production of required outputs on-site and off-site, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
Ensure that quality of work packages, activities and deliveries comply with the implementation plan.
Monitor project progress ensuring that works are being executed properly, within the project period.
Identify and anticipate in a timely manner, potential risks and issues and advise mitigating measures.
2) Knowledge Management and Innovation
Conduct a solid waste management capacity needs assessment related to dumpsite improvement, design and construction of semi-aerobic sanitary landfills method, operations and maintenance of a semi-aerobic sanitary landfill, and operations of โbetterโ municipal solid waste management systems.
Deliver specific trainings (a minimum of 4 on-site and off-site) to the Dire Dawa Municipal Authority staff on issues identified in the solid waste management capacity assessment.
Conduct workshop to share experiences, lessons learned and best practices.
3) Deliverables
The Implementing Partner will be expected to submit the following deliverables:
Detail design for model landfill at the existing dumpsite, rehabilitation plan for the existing dump site and leachate treatment facility. Detailed designs and list of required goods and services (which will supplement the Bills of Quantities) for the designed semi-aerobic sanitary landfill in Dire Dawa city. Advisory support for development of ToR for the procurement of necessary goods.
Technical support (waste layering, stabilization, aeration, leachate collection etcโฆ)and periodic supervision to be provided for the model site construction of the semi-aerobic method landfill and rehabilitation of the Dire Dawa landfill site.
Follow-up the overall rehabilitation process from start to finish of the projects timeline.

Evaluation of Proposals:
A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the Technical Proposal (comprising of technical capacity, financial and administrative management capacity and technical proposal) being completed prior to any Financial Proposal being opened and compared.
