Result of ServiceThis consultancy intends to conduct a desk review of the existing reports, data, documents, etc to establish the current operational baseline both quantitative and qualitative laying the basis for the planning of the BOS that captures Operations Management Team (OMT) priorities for the next 5 years. Key documents for review include: • Barbados and the Eastern Caribbean BOS 2018 • Reports or meeting minutes from OMT and BOS working groups • UNSDPF Guidelines on Business Operations Strategy (BOS) • UN Multi-Country Sustainable Development Cooperation Framework, and Annual Work Plans • Agencies Operational Policies and Procedures with a focus on identifying areas of operational harmonization and synergies • UN House Budgets over the last 5-years • HACT Macro and Micro Assessment Reports Work LocationBarbados Expected duration3 months Duties and ResponsibilitiesThe Consultant will be primarily responsible for taking the lead in all technical, (meeting/discussion) facilitation, administrative support required by the OMT for the development of the operations feasibility/prioritization report and facilitation toward the development of the BOS including the: 1. Desk Review and Kick-Off Workshop 2. Data Collection, Analysis and Prioritisation a) Data collection b) Stock-take Analysis (Supply) c) Needs and Opportunities (Demand) d) Feasibility Study and Prioritization 3. Development of Business Operations Strategy a) Develop BOS Results Matrix b) Develop M&E Framework c) Develop BOS Narrative 4. Development of 2026 Work Plans 5. Validation Qualifications/special skills• Advanced degree (Masters) in Business Administration, or related degree in operations, logistics, procurement, business management, statistics, or development-related field, preferably with specific focus on international development. SKILLS • Strong understanding of UN business operations policies and procedures. Previous experience of BOS strategy development and training strongly desired. • Professional training in, and experience with statistical/operational analysis including data collection and analysis • Process management and facilitation skills, including ability to negotiate with a wide range of stakeholders Professional Competencies: • Professionalism: Knowledge and understanding of UN’s operational context, particularly in the fields of common services and the Business Operations Strategy. Ability to identify key procedures and issues, conduct data collection, operational analyses and discussions with decision-makers to propose solutions to these issues. Ability to apply sound judgment in the context of assignments given, and work under pressure. Shows persistence and remains calm in stressful situations. Shows pride in work and achievements, demonstrates professional competence and mastery of the subject matter. Responds positively to feedback and different points of view. Conscientious and efficient in meeting commitments, observing deadlines and achieving results. • Planning and Organizing: Develops clear goals that are consistent with the terms defined here. Identifies priority activities and assignments, and adjusts them as required. Takes personal responsibility for his/her shortcomings. • Minimum of 15 years Operations and/or Management experience, preferably with the UN or similar international institutions. • Experience working with Business Case Analysis and Business Process Harmonization in an international context • Experience of the UN system and Delivering as One principles and processes an asset. • Experience working in the Caribbean for an international organization such as a UN agency is an asset. • Qualified women candidates are highly encouraged to apply LanguagesFluency in English is required for this assignment.
