ContextThis UNV assignment involves immediate deployment and is intended to provide a range of specialized support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.
Task DescriptionUnder the delegated authority and supervision of WFP Budget and Programming Officer, the national UN Volunteer will perform the following tasks: โข Review budget plans, monitor and analyze project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimization of resources. โข Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process. โข Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximize operational effectiveness. โข Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization. โข Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making. โข Review, compile and analyze data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders. โข Maintain communication with a number of stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize use of funds. โข 8. Provide guidance to other support staff and contribute to their learning and development in budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered. โข Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. โข Performs other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), - Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly arrived UN Volunteers. - Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksThe UN Volunteer will be based in Ankara and responsible for arranging his/her own housing and other living essentials. The complete UN Volunteer Conditions of Service is available at https://explore.unv.org/cos Summary of National UN Volunteer (National Specialist) Entitlements: Paid in Local Currency โข Current Monthly Living Allowance (MLA) is USD 1,360 (paid in Turkish Lira) โข Private insurance: Health, dental, life and dismemberment coverage by CIGNA As per the UNโs diplomatic mission status, it is not included in the National Security Institutionโs (SGK) system, but can only be initiated on a private basis by UN Volunteers. โข Entry allowance (one-time payment): USD 400 (paid in Turkish Lira) โข Exit allowance: USD 113 per month and upon the satisfactory completion of assignment (paid in Turkish Lira) โข Annual leave: 2.5 days accrued per calendar month โข Free access to different learning platforms and UN & UNV network Notes: 1) The allowances are in no way to be understood as compensation, reward or salary in exchange for the volunteer work. 2) It's important to note that UNV assignments are volunteer assignments, not employment. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
