Background

NRC received funding from USAID – BHA for Supporting NGO Protection and WASH Cluster Co-

Coordination and providing multisectoral humanitarian assistance to crisis affected populations in South Sudan. NRC implements activities under the programme in selected counties and payams in Jonglei, Unity and Western Bahr el Ghazal (WBEG) States. The project’s goal is to reach Improved efficacy of the humanitarian response in South Sudan through strengthening of Protection Cluster and WASH Cluster coordination and delivery of direct Protection, Agriculture and WASH assistance to enhance access to basic services and improve psychosocial wellbeing of crisis and disaster affected population in hard-to-reach areas in Jonglei, Unity, and WBEG States.  NRC is intending to achieve these objectives through multi-sector approach including Humanitarian Coordination and Information Management, Protection, Agriculture, and WASH. Also, objectives will be achieved through strengthening of WASH Cluster capacity, coordination, and performance to improve the effectiveness of the humanitarian response, in accordance with standards of transparency, predictability and accountability. In addition, objectives will be achieved through effective humanitarian coordination and information management. 

Life-saving humanitarian assistance to conflict affected populations will be provided in a protected and dignified manner with specific focus on IDPs and returnees to support early recovery efforts to restore and build the resilience of communities affected, providing access to protection services that will enhance the psychosocial wellbeing of crisis and disaster affected population in hard-to-reach areas. This will include improved food and nutrition security. The Project Manager is responsible for managing the portfolio in all the implementation areas and all sectors. The Project Manager needs to be experienced in managing a big scale multi-sector and multi-location projectswith strong remote management skills.

Role and responsibilities

General responsibilities

Line management for project staff Adherence to NRC policies,guidance, and procedures Coordinate and manage project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements. Implement technical direction and ensurehigh technical qualityof projects. Provide regularprogress reports to the Area Manager and sector Specialists. Ensure that projects target beneficiaries most in need of protection, explore and asses new       and better ways to assist. Ensure capacitybuilding of projectstaff and transferkey skills. Liaise and collaborate with relevant localauthorities and other key stakeholders. Promote the rights of IDPs/returnees in line with the advocacy strategy.

 Specific responsibilities

Cluster coordination: Updating WASH Severity Classification (WSC) with inputs from NWC and SNC and prioritize locations as per the severity for Rapid Response Mechanism. Improve Information Management System to enhance partnerships with partners, ICCG, NAWG and Government Establish regular mechanisms for the exchange of information between the cluster partners. Develop/apply/update a cluster strategy that ensures appropriate inclusion of all cluster partners.  Contribute/lead to the production of WASH documents (policies, strategies, workplans, advocacy briefs, and bulletins) with an appropriate view and technical input from Ensure adequate reporting and effective information sharing. Project Implementation Administer the development and successful implementation of work plans and oversee thecreation of reportsand other deliverables to BHA in a timelyand accurate manner. Ensure NRC ProjectLife Cycle is fully adhered to in the projectimplementation and design Liaise and collaborate with relevant local authorities and other key stakeholders, sensitizing them about theproject and updating on implementation of activities. Contribute to creating an enabling environment for the implementation of the different components of the project working and coordinating with other functions of NRC including support teams. Supervise the monitoring and evaluation processes such as PDMs, Complaints and Feedback Mechanism and price monitoring. Ensure that efficient systems are in place to support all aspects of project activity, includingfinancial and grant management, project monitoring and evaluation in compliance with BHA regulations. Submit regular progress reports. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies Ensure all team members ensure the safety, protection, and wellbeing of those who participate in our programs throughout the project cycle, e.g.  respect cultural norms, Do no harm, Confidentiality, Impartiality, Gender sensitivity, Zero tolerance to Sexual harassment, exploitation, and abuse. Adhere to NRC program and other Standard Operating Procedures (SoPs) in particular ensure project team implements safe programming ensuring the project is gender and protection sensitive.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons.Relevant interfaces for this positionare:

Strategy and project planning: with Sector Specialists (ICLA, LFS, WASH, Protection)

and sector field staff.

Area operations: report to Area Manager and work closely with support staff especially finance, logistics and administration in delivery of the project. Staff capacity building: Identify staff capacity gaps and provide on the job training for project staff Monitoring and Evaluation: Ensure the involvement of M&E officer in monitoring project quality and accountability to affected populations.

Minimum 3 years of experience from a senior level project implementation position in ahumanitarian/recovery context with noticeable experience in Food for Peace (currently Bureau for Humanitarian Assistance) or relevant  interventions Relevant degree or higher tertiary qualification in any development discipline (e.g.  Agriculture, Food Security, WASH, Protection, Social Studies,Economics and Development Studies) Documented experience of managing USAID grants Experience from working in complex and volatile contexts Strong Technical Expertise in WASH, Protection, Livelihoods and Food Security with commendable GBV or legal assistance exposure Knowledge about own leadership skills/profile Fluency in English, both written and verbal Context/ Specific skills,knowledge and experience: Experience of the context in SouthSudan and specifically in Greater Bahr el Ghazal, Unity and Jonglei States Experience with start-upof projects Experience of managing multi million project Behavioral competencies  Managing resources to optimize results Managing performance and development Empowering and building trust Ability to work under stressful conditions, meet deadlines and multitask activities Ability to work with diplomacy, tact and sensitivity and experience in working within cultural contextsthat requiring culturalsensitivity Well-developedinterpersonal and team skills and proven abilityto be flexible in demandingsituations and abilityto work under pressure and in responseto changing needs High level of self-awareness and a team player Performance Management The Job Description
