Associate Resource Management Officer

Organizational Setting and Work Relationships

The Associate Resource Management Officer normally works under the direct supervision of a (Senior) Resource Manager.
The incumbent supports the planning, management and reporting on all staffing, administrative and operational resources allocated to the Division/Bureau/Country Office.
The Resource Management Officer works closely with Heads of Services/Sections/Units and counterparts in other Divisions / work units at HQ and Field Offices, as required as well as with other external interlocutors such as service providers, operational partners and partner organizations.
The incumbent should possess excellent organizational, planning and coordination skills, and be able to work under pressure with senior colleagues in a professional manner to meet specific deadlines.

Duties
- Implement general administrative and resource management support functions.
- Coordinate the planning and analysis of financial, human and material resources needs within the Area of Responsibility (AoR), i.e. strategic multi-year planning and implementation strategy, resource allocation, forecasting processes, operational plans and budget preparations, in order to ensure that the necessary resources are made available and optimally utilized.
- Provide advice and recommendations on the application of UN and UNHCR policies and procedures related to all resource management (budget) aspects in order to ensure coherence, consistency and compliance with established rules and regulations.
- Advise and provide support to the management on all human resources management related issues and maintain liaison with the relevant support/functional sections on planning, management and administration of staff, including temporary staff and additional workforce. Comply with UNHCR's rules and procedures and initiate appropriate follow-up actions pertinent to these matters.
- Analyse the staffing requirements within the AoR and provide advice on the creation/discontinuation and reclassification of posts including within change management processes and ensure the required follow-up.
- Coordinate the timely submission of reports, including the Annual Programme and Mid-Year Reviews and its revisions, as well as materials needed for reporting purposes, such as the Global Report, etc. by ensuring internal coordination and technical supervision on all administrative, programme and staffing requirements.
- Perform tasks related to records keeping, data management, file management and produce statistics on covered subjects.
- Facilitate the provision of resources (human, travel, material and services) necessary to support the day-to-day activities. Implement directly and/or coordinate the implementation of other administrative related tasks, such as creation of commitments, requisitions, purchase orders, monitoring payment of invoices, maintenance of asset records, making arrangements for meetings and workshops etc.
- Evaluate and respond to staff training needs where applicable in areas of programme, budget, finance, administration, IT and human resources management.
- Assist in knowledge management by keeping up-to-date relevant intranet pages.
- Enforce compliance with UNHCR's human resources policies and the UN/UNHCR staff rules and regulations for the recruitment of staff, submission of post requirements as well as staff entitlements regarding postings and promotion.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

Remuneration:

Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Operational Context

As part of UNHCRโ€™s commitment to organizational efficiency and effectiveness, and ongoing efforts to make the organization more flexible, agile and adapted to an evolving funding environment, the High Commissioner has endorsed the establishment of a new operating model for the delivery of administrative and resource management functions at Headquarters: the Headquarters Support Service (HQSS).

This shared platform will consolidate resource management functions servicing Headquarters Divisions and Entities across Geneva, Copenhagen, and Budapest in a streamlined, integrated model.

HQSS will be led by a P5 Head of Service, based in the Global Service Center in Budapest, with small satellite teams in Geneva and Copenhagen. It will centralize transactional and routine support services across key enabling functions, including general administration, finance, procurement, human resource management, ICT support, programme management, and project control. The aim is to improve service coherence and quality, standardize processes, and generate material efficiency gains by reallocating resources toward more strategic and value-adding work in Headquarters Divisions and Entities.

HQSS will consist of approximately 35 personnel, organized into three functional units: the Resource Management Unit, the Human Resources Unit, and the IT Support Unit. These units will work in close coordination to deliver integrated services to client Divisions and Entities.

Main objectives:

  • Provide consistent support and reliable coverage for HQ administrative and resource management support, including HR

  • Streamline routine processes

  • Contribute towards a more cost-effective, coherent, and strategic approach to resource management

    The new integrated service delivery model for resource management for Headquarters, HQSS will provide centralized transactional routine processing, HR management, and administrative support functions.

    HQSS will work in close collaboration with the retained resource management capacities embedded within each Division or Entity ABC, which will focus on management advisory and act as the main interface with HQSS. The service will also be closely aligned with the Global Service Centre (GSS) and operate using a shared Service Management platform with GSS.

    The incumbent of the position will be expected to collaborate closely within HQSS as well as across client HQ Divisions/Entities to ensure that the Division's or Entityโ€™s resource management needs are seamlessly addressed through an integrated and coordinated approach.
