Organizational Setting and Reporting Relationship
The position of Associate Project Officer is assigned to the Nepal Resident Mission (NRM) within the South Asia Department (SARD). You will be based at our Resident Mission Office in Kathmandu, Nepal
You will report to the Designated international staff and officer (senior/principal/lead, as applicable)
Your Role
As an Associate Project Officer, you will provide analytical, statistical, and administrative support including project administration and associated project and portfolio analyses.
You will:
- Assist the administration of NRM-delegated projects having a complex nature.
- Follow up with executive agencies (EAs) on submission of project progress reports, audited financial statements, and audited project accounts.
- Facilitate quality and contents working with the EAs and NRM project mission leaders (PMLs).ยท
- Monitor the implementation progress of loan/technical assistance (TA) projects.
- Update project performance reports and technical assistance performance reports.ยท
- Prepare documents and files and participate in field missions; facilitate field discussions and help prepare mission documentation.
- Help make contract awards and disbursement projections and monitor and facilitate the progress with due instruments (e.g. monitoring sheets).
- Assist project completion review missions and provide analytical inputs to the project team leaders (PTLs) in preparing the Project Completion Reports (PCRs) including data, appendixes needed, and formatting of PCRs.
- Follow up with EAs for procurement/contract awards. Help review procurement documents, prepare draft comments on the documents, and draft responses on procurement matters.
- Review tender evaluation reports, and help prepare draft Procurement Committee Papers, and support contract awards by updating Procurement Contract Summary Sheet (PCSS) and the Loan Financial Information System.
- Maintain database of project procurement, complaints received, and actions taken. Ensure that they are recorded in the procurement evaluation reports.
- Support sound administration of the project contracts, monitoring the implementation programs and their progress, and identify and report the gaps to the PTLs and EAs for necessary actions.
- Undertake checks and preliminary investigation to substantiate the authenticity and accuracy of documentation concerning the procurement of goods, work, and services and assess compliance with relevant ADB policies.
- Assist in processing disbursements for delegated projects by following up with the EAs on submission of withdrawal applications.
- Review withdrawal applications for compliance with the loan agreement and preparing/reviewing data input to update the loan/ grant financial information system (L/GFIS).
- Help collect and analyze data and preparing the project wise tables to be discussed during the quarterly country portfolio review meetings.
- Support the country portfolio performance analyses of the assigned sectors, including the preparation and updating of the sector result frameworks.
- Help prepare periodical notes and reports on portfolio performance review.
- Provide guidance and training to other local staff in the RM.
Qualifications
You will need:
- Bachelor's degree in engineering, or Economics, or Business Administration or equivalent, preferably with advanced training.
- At least 5 years' relevant work experience in project design, construction, administration, and procurement. Related experience in international agencies is preferable.
- Experience conducting background analysis on difficult and well-defined tasks, collecting and organizing required data, applying appropriate computer skills in analyzing and developing data, and in preparing notes, papers and sections of reports.
- Knowledge of ADB or similar multilateral development bank procurement procedures and policies.
- Proficiency in common word-processing, spreadsheets, presentation, and graphic software used in ADB.
- Experience working with Government officials, donor agencies, and executing agencies, and individuals from different cultural/national backgrounds.
- High integrity and good ethics and can maintain confidentiality.
- Familiarity with local languages and institutions.
- Good communication skills in English are necessary .

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Nepal.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
