    Organizational Setting and Reporting Relationship

    The position of Associate Project Officer is assigned to India Resident Mission (INRM) within the South Asia Department (SARD). You will be based at our India Resident Mission in New Delhi, India.

    You will report to Designated International Staff and Senior Officer (as applicable).

    Your Role

    As an Associate Project Officer, you will provide diversified analytical, statistical and administrative support to the functions of portfolio management and project to the assigned sector.

    You will:

  • Coordinate in the preparation and updating of Project Administration Memorandum (PAM).
Help prepare and contribute in the regular updating of individual Project Performance Reports (PPRs), and participating in the departmental PPR meetings when needed. Coordinate the compilation of data and statistics on contract awards and disbursements for the assigned projects. Help monitor and analyze the actual awards and disbursements against targets to identify shortfalls and their underlying causes and follows up these matters with the executing agencies (EAs). Maintain records needed to monitor compliance with project and technical assistance (TA) covenants. Help with following-up on outstanding obligations of executing agencies and inputs data on the status of such compliance into the data base at INRM, in consultation with the National Project Implementation Officer. Help monitor physical progress in projects/TA implementation by following up on outstanding obligations of EAs to expedite procurement/contract awards. Familiarize EAs with ADB guidelines and procedures and ensuring their compliance with project covenants and maintain related documents, records and files for delegated projectsยท Help monitor progress concerning outputs and deliverables and maintain computer-based information system for project administration matters. Help process disbursements for delegated and non-delegated projects by following up with EAs on submission of withdrawal applications. Help review withdrawal applications for compliance with project agreement. Help update procurement (including consultant recruitment), preparing/review of data input for Procurement Contract Summary Sheet (PCSS) to update the Loan Financial Information System (LFIS). Participate in several missions and provide independent support in: (i) Collecting data on contract awards and disbursements; (ii) Reconciliation of project accounts; (iii) Compliance with loan covenants; (iv) Familiarizing EAs with ADB's loan procedures; and (v) Assisting them in the preparation of several reports and applications. Support the implementation and processing of ADB operations in the area of governance, policy, and economic development, and in other RM activities.ยท Perform other tasks as assigned and reflected in your workplan.

Qualifications

You will need:

Bachelor's degree in civil engineering/architecture/planning or relevant fields, preferably with advanced training. At least 5 years of relevant experience in infrastructure sectors; experience in international agencies will be preferred Experience of various stages of the project cycle. Understanding of the International Federation of Consulting Engineers (FIDIC) conditions of contract will be an advantage Ability to work on assigned transactions, areas of analysis, which have well-defined scope and steps. Ability to conduct cost-benefit analysis to support decision-making Report-writing and communication skills in English and the national language Proficient in spreadsheets (can maintain complex spreadsheets) and required information technologies. Ability to provide guidance to other junior team members when needed Ability to liaise and work with government officials within own work location and with colleagues throughout ADB Ability to work collaboratively with teams as a constructive team member. Additional Information

This opening is a local staff position. It is open only to nationals and residents of India.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
