The incumbent will work under the overall supervision of the UNODC Representative for West and Central Africa and under the substantive guidance of and the direct supervision of UNODC Law Enforcement Advisor, Head of the Law enforcement, Border management and Emerging crimes section at UNODC Regional Office for West and Central Africa (ROSEN). The Associate Programme Officer will support the overall coordination and the substantive development and implementation of UNODC Law enforcement Section activities in the region, with a specific emphasis to the โStrengthening regional cooperation and national law enforcement capacities against transnational organized crime and terrorism in Benin, Cรดte dโIvoire, and Ghanaโ project. The Associate Programme Officer will work in collaboration with the Senior Law Enforcement Advisor, seconded to UNODC in the framework of the project, national stakeholders from the focus countries and the โAcademie Regionale de Lutte Contre le Terrorismeโ (AILCT) for the implementation of project activities. The Associate Programme Officer will ensure coordination with the ROSEN Women Peace and Security (WPS)Advisor and the Danish Institute for Human Rights, to mainstream Gender and Human Right dimensions in the training modules which will be developed in the framework of the project jointly with AILCT. For more information on UNODC, please visit the website www.unodc.org ResponsibilitiesWithin assigned authority, the Associate Programme Officer will be responsible for the following specific duties: โข Assist the implementation of the โStrengthening regional cooperation and national law enforcement capacities against transnational organized crime and terrorism in Benin, Cรดte dโIvoire, and Ghanaโ project. โข Coordinate UNODC activities in Benin, Cรดte dโIvoire and Ghana within the framework of the abovementioned project. โข Participate in the development, implementation and evaluation of assigned UNODC programmes/projects, etc., and monitor and analyze the implementation of assigned UNODC Law enforcement programme or projects. โข Provide advisory services, expertise, and mentoring to national and regional authorities to support planning, designing, and managing interventions related to TOC and law enforcement skills acquisition. โข Support the elaboration of analysis products, addressing Transnational Organized Crime (TOC) and law enforcement management issues. โข Review relevant documents and reports related to TOC and law enforcement. โข Participate in needs assessments and technical missions, including visits to border control checkpoints, to evaluate and elaborate technical assistance proposals. โข Support peer exchanges, joint operation exercises, meetings and workshops between Law Enforcement authorities. โข Coordinate and contribute to the development of training curricula and materials to support the programmeโs goals and outputs. โข Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc. โข Supports the administrative and procurement components of assigned projects in Benin, Cรดte dโIvoire and Ghana. โข Liaise and ensure maximum collaboration with all concerned Government entities. โข Assist in the preparation of financial reports and budget revisions in line with UNODC requirements. โข Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. โข Document requirements and background information used for data analysis. โข Perform other duties as required. Knowledge of financial and budget assessment systems is desirable. Technical expertise or familiarity with international crime prevention and response frameworks is desirable. Sound knowledge of UN financial rules and regulations and working experience in developing countries is desirable. Experience in data analytics or related area is desirable. Prior work experience in the law enforcement sector is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
