    Organizational Setting and Reporting Relationship

    The position of Associate IT Officer (Facilities) will be assigned to the Infrastructure and Technology Division (ITID) within the Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB's Headquarters and Field Offices. ITID is responsible for the design, governance, implementation, maintenance, and day-to-day operations of ADB's technology infrastructure, platforms, security and associated systems. This division works to ensure that the Bank's production technology systems are operational and available to the people of ADB and continually monitors the bank's infrastructure and applications for potential security threats and breaches. This division also stays abreast of the latest developments in end-user devices, mobility, and technology architecture to ensure ADB is taking advantage of the latest technologies when it makes business sense. The scope of ITID includes the IT infrastructure at the ADB Headquarters in Manila and extends to the Microsoft Azure Data Center in Geneva, and the ADB field offices across the world.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated International Staff and Senior Officer.

    Your Role

    As an Associate IT Officer (Facilities), you will oversee a small team and provide management and operational support to the Data Center and IT Facilities in HQ and Resident Missions such as daily operations, environmental control, physical safety and security, asset management, and bank-wide physical Information and Communication Technology (ICT) connectivity facilities planning. You will be the subject matter expert for standards related to cabling, data center, power and environmental requirements.

    You will:

  • Manage the Facilities team, coordinate within ITD units, and with HQ Corporate Services Department (CSD) and field offices for planning, budgeting, and deployment of tasks and projects.
Provide technical expertise in the ICT infrastructure installations and standards of any ADB facility in HQ and Resident Missions. Provide reference materials such as bill of materials, IT-room and rack layout and port distribution for consideration on budget and installation planning. Assist in the management of the Data Center particularly on the following areas: IT asset and inventory management; Commissioning and decommissioning of equipment; Floor space management; Environmental control and management; Physical security management; Cabling infrastructure management and capacity planning; Facilities and equipment maintenance. Provide recommendations on Data Center best practices and implementation supervision to Resident Missions. Review and approve schedules and workload of the Data Center operators on their daily tasks. Perform a periodical review of physical security records and Data Center incidents and ensure that all incidents are properly recorded and managed. This include but is not limited to visitor's log book, asset registry or movement forms, proof of concept documents, pull-out forms, etc. Supervise the periodic review, update and implementation of Data Center related documents (e.g. regulation, process, sub-process, work instructions, standards, regulations, and quick reference guide) in synergy with Associate Information Technology Officer (Facilities). Carry out missions to field offices as needed and assist with the establishments, movements of data centers from one location to another. Guide the offices with standards and assist with the sourcing of vendors to do the cabling infrastructure and data center related work.

Qualifications

You will need:

Bachelor's degree in Computer Engineering or other relevant field of study, preferably with advanced training. Certification in Data Center management is an advantage. Minimum of 5 years of relevant professional experience in Data Center Facilities Management and Operations. With experience in Electrical and Mechanical planning and design. Excellent written and verbal communication skills in English is required. Knowledge of Data Center and ICT facilities and technologies, inclusive of raised floorings, ICT equipment racks, power distribution units, network equipment rooms, etc. Knowledge of networking, UNIX and Windows operating system, RFID/ tape management system, Mainframe job scheduling, database software (SQL), problem escalation and resolution, and disaster recovery procedures. Working knowledge in AutoCAD or MS Visio and proficiency in ADB standard software with the ability to use MS Office 365 software packages such as spreadsheets, graphics, word processing, and database management.
